(一) 委託計畫之緣由112年9月10日晚因豪雨造成八掌溪水系赤蘭溪溢堤，洪水漫淹台82線東西向快速道路周遭與永欽2號橋間，致多部車輛受困及人員死亡。(二) 計畫之委託原因、無法自辦之理由及執行困難度為了解河道內相關地形、斷面等相關資料，提供研擬河川治理之方針及相關治理工程方案所需，故於本年度提報「八掌溪水系大斷面測量」委託服務計畫，並奉經濟部水利署113年2月23日經水綜字第11314010040號函同意增辦在案。

The last largescale cross section survey of the Bajhang River system(including Bajhang River, Chilan River, Yunshui River, and Shihnong River)was conducted in 2021. To the riverine terrain and cross sectioninformation, the Fifth River Management Office of the Water ResourcesAgency, Ministry of Economic Affairs, plans to carry out this year’s largescale cross section survey. The data collected will establish a database of rivercross sections, enabling a comparative analysis of sedimentation and erosionover the years. These findings will serve as an essential basis for subsequentqualitative and quantitative river analysis, supporting future rivermanagement and planning measures.
