113年度荖濃溪上游清疏河段航拍影像及數值地形監測

近年來隨著氣候變遷下的降雨空間不均與都會區人口增加,高屏溪的防洪及水資源調度逐漸受到威脅,其中高屏溪幹流荖濃溪集水區,自民國98年莫拉克颱風事件以來其支流布唐布那斯溪及玉穗溪等集水區內誘發大規模崩塌及土石流等土砂災害事件急遽增加,新生大量崩塌土體隨著水流以土石流方式持續往下游輸送,時常造成下游河道阻塞,進而影響通洪能力,並於運移過程中對河道護岸、橋梁、聯外道路及水資源取水、引水設施等造成損害。因此針對荖濃溪主河道透過NbS、減少碳排及受災能快速復原等執行策略,研擬加速清疏及強化水資源運用方案,以建立防洪減災及穩定供水之防災韌性目標。本計畫係為辦理「荖濃溪防災韌性計畫」前置調查工作,於荖濃溪清疏河段(全河段_嶺口至興輝大橋)斷面74~東河133,進行航拍影像及數值地形監測(汛期後1次及重大颱洪事件後),並製作DEM及正射影像,以得到監測荖濃溪大斷面變化,並達到因應災害風險目標。
英文摘要
In recent years, with the uneven rainfall caused by climate change and the increase in urban population, the flood control and water resource allocation of the Kaoping River have gradually been threatened. In particular, the watershed of the Laonong River has seen a sharp increase in large-scale landslides and other disasters since Typhoon Morakot in 2009, often causing blockages in the downstream river, thus affecting the flood discharge capacity, and causing damage to river bank protection, bridges, connecting roads, and water resource intake and diversion facilities during the migration process. Therefore, for the main channel of the Laonong River, it is planned to adopt NbS (Nature-based Solutions), reduce carbon emissions and quickly recover from disasters, and develop plans to accelerate drainage and strengthen water resource utilization in order to establish disaster resilience goals for flood control, disaster reduction and stable water supply.
