一、 前言面對氣候變遷挑戰，為兼顧防洪、水資源及水環境等需求，經濟部為落實「前瞻基礎建設」，研擬「水環境建設」計畫，以「水與發展」、「水與安全」及「水與環境」三大建設主軸，「水與安全」係以系統性治理方式，藉由「縣市管河川及區域排水整體改善計畫」，降低地區淹水風險，減少水災衝擊，保障人民生命財產安全。「前瞻基礎建設計畫-水環境建設-縣市管河川及區域排水整體改善計畫」自106年7月開始推動，水利署補助地方政府執行之防洪綜合治理工程與應急工程至112年度已核列各縣市政府計千餘件工程，鑒於本計畫已邁入第四期特別預算年度，爰辦理「水與安全計畫成果彙編」委託服務案，期能協助水利署完整呈現前瞻基礎建設計畫補助地方政府執行之水與安全防洪綜合治理工程與應急工程水患治理成效，增加民眾認知與讚同。本計畫之執行主要係基於「前瞻基礎建設計畫-水環境建設-縣市管河川及區域排水整體改善計畫」，依縣市、水系蒐集各防洪治理工程與應急工程核定之基本資料、淹水範圍及工程照片，比對歷年(101至106年)淹水事件結果，並說明各水系重要颱風期間整治前及整治後之淹水改善情形及效益，製作「縣市管河川及區域排水整體改善計畫」成果彙編，呈現歷年整治之實際成效。二、 防洪治理工程與應急工程基本資料、淹水範圍及工程照片之蒐集本案蒐集「縣市管河川及區域排水整體改善計畫」內水利署治理防洪工程與應急工程及其他機關（農業部農村發展及水土保持署、農業部林業及自然保育署、農業部農田水利署、交通部公路局、農業部漁業署）補助工程之基本資料（工程名稱、內容、經費、坐標等），並依上述資料完成20縣市及33水系之工程位置分佈GIS圖資製作。本案完成水利署治理防洪工程417件及應急工程586件之施工前、後照片及各核定工程位置之曾經淹水照片蒐集，另依據機關擇定之工程點位進行實地拍攝工程設施照片50組（每組至少5張，含遠景及近景），成果呈現包含拍攝地點座標及工程概要說明。三、 蒐集本計畫執行前(101至106年)各地區淹水情形，並協助於豪雨或颱洪事件中，即時展示本計畫執行成效本案蒐集蒐集101年到106年淹水調查報告或歷史新聞照片中，適合做為治理成效展示之淹水照片共200組，並實地拍攝相同位置、角度之無淹水照片共200組。另依主辦機關應變協勤需求，共提供28組照片比對，經主辦機關認定完成提送0524豪雨（1件次）、0528豪雨（2件次）、凱米颱風（9件次）及山陀兒颱風（4件次）共16場次淹水比對圖卡及簡報。四、 本計畫已投入治理水系實施成效評估報告、成果彙編本案完成共34水系（含金門縣）之治理成效分析，內容彙整水系基本資料、過往規劃工程、本計畫投入治理工程，並蒐集過往淹水事件之淹水調查報告所記錄之事件水文及淹水資料共同分析，另蒐集本計畫及各部會成果完成製作「縣市管河川及區域排水整體改善計畫」成果彙編。五、 本計畫防洪治理工程治理成效原創圖像編撰本案執行之各成果皆採原創圖像進行編撰，相關圖資亦提供經濟部及水利署Facebook粉絲專業使用，有效傳達正確資訊予社會大眾。

Abstract1.IntroductionIn response to the challenges of climate change, the Ministry of Economic Affairs has developed the "Forward-looking Infrastructure Development Program" and formulated the "Water Environment Construction Plans." "Water and Safety" initiative focuses on systematic governance to reduce flood risks, mitigate the impacts of water disasters, and ensure the safety of people’s lives and property through the "Comprehensive Improvement Plan for County/City Managed Rivers and Regional Drainage Systems."The " Water Environment Construction - Comprehensive Improvement Plan for County/City Managed Rivers and Regional Drainage Systems" was launched in July 2017. From 2017 to 2023, the Water Resources Agency has provided funding to local governments for comprehensive flood prevention governance works and emergency works, with over a thousand approved projects across various counties and cities. As the program enters its fourth special budget year, the "Water and Safety Plan Performance Compilation" service project has been initiated to assist the Water Resources Agency in comprehensively presenting the flood prevention governance results achieved under the Forward-looking Infrastructure Development Program. The goal is to increase public awareness and approval of these efforts.2. Collection of Basic Data, Flood-Prone Areas, and Project Photos for Flood Control Governance Projects and Emergency WorksThis project collects basic data for flood control governance and emergency works under the project, including other agencies Using this data, GIS maps displaying the distribution of projects across 20 counties and 33 river systems were created.The project compiled 417 flood control governance works and 586 emergency works conducted by the Water Resources Agency, including pre- and post-construction photos and historical flood photos for approved project sites. Additionally, the we conducted on-site photography for 50 selected works.3. Collection of Pre-Implementation Flooding Conditions (2012 to 2017) and Real-Time Demonstration of Project Results During Heavy Rainfall or Typhoon EventsThe project collected 200 historical flood photos between 2012 and 2017. In addition, 200 current photos of the same locations and angles showing flood-free conditions were taken. To meet the host agency’s emergency response requirements, 28 sets of comparative photos were provided for 16 counties. These were used for real-time presentations during 15 events, including the May 24 heavy rain event (1 case), May 28 heavy rain event (2 cases), Typhoon Gaemi (8 cases), and Typhoon Krathon (4 cases), with prepared flood comparison charts and reports.4. Evaluation Report on Water System Governance Effectiveness and Compilation of ResultsThe project conducted an governance effectiveness analysis for 34 water systems (including Kinmen County). The content includes basic data on the water systems, previous planning projects, and the flood control projects implemented under this program. Historical hydrological and flooding data from survey reports were analyzed alongside these projects to assess overall effectiveness.5. Creation of Original Visuals Depicting Flood Control Governance ResultsAll results produced under this project are presented using original visuals. Relevant graphic materials are also provided for use on the Ministry of Economic Affairs and Water Resources Agency’s official Facebook pages.
