以氣候變遷風險情境作為流域防洪能力壓力測試，釐清高、中、低水道與土地洪氾風險區位，導入風險管理概念，研提氣候變遷調適作為，同時亦考量棲地環境保育、水岸風貌、水文化水歷史及自然地景營造，以提升水岸環境品質，打造「韌性承洪，水漾環境」為目標願景。 本規劃跳脫以往以水道治理為主，將打造國土韌性承洪觀念，透過土地利用治理與管理，承襲 NBS(Nature-Based Solution)理念，將生態系服務功能納入整體考量，營造水、自然與人相互之平衡關係。導入民眾參與，將流域上、中、下游扣合國土與海岸空間規劃，並以跨域合作連結水道治理、海岸管理、逕流分擔出流管制、在地滯洪、結合水文化、建構水岸縫合、國土綠網合作、藍綠帶網絡保育…等措施。計畫包括曾文溪流域主支流河道、區域排水、灌溉排水、雨(汙水)下水道、集水區、山坡地、林地、都市計畫區、非都土地、河口…等。流域範圍內水環境改善重要課題，包括水道與土地洪氾風險之治理與管理、重大災害潛勢土地之使用管理、藍帶(水域)與綠帶(陸域)生態環境保育與改善、水岸人文與歷史文化形塑或水岸親水空間改善、水岸與在地產業結合提升等項目。

1、PrefaceTaiwan is currently facing the effects of climate change and frequent extreme rainfall events. In recent years, it has been hit by floods, causing major economic, transportation, and social property losses. River governance measures are mainly promoted based on river governance plans and river governance plans, taking into account climate change and risk management, in addition to continuous review of the content of river governance plans, there is still room for improvement. Planning for comprehensive improvement and adaptation of Zengwun river basin is mainly to improve the current situation risks and take adjustment measures to climate change to improve the resilience of the country. Guided by the public sector and lead to public participation from the bottom up, jointly develop the vision and goals of the basin. Develop NbS-concept measures based on risk management methods, such as Runoff Allocation, Waterfront suture, land planning and other measures as a basis for governance, and assist local governments to improve and adjust to reduce disasters and achieve planning for comprehensive improvement and adaptation of Zengwun river basin.2、Waterway riskTo deal with waterway risks in the NbS way and strengthen non-engineering and coexistence with water and other new water governance thinking to improve flood resilience. This project recognize 5 issue that waterway risk should deal with.3、Floodplain riskDevelop land use control regulations for flood-prone areas or regulate land management through laws and regulations, and implement Runoff Allocation to reduce the floodplain risk. This project recognize 2 issue that Floodplain risk should deal with.4、Blue-Green network conservationIn view of the urgent need for ecological conservation, especially vulnerable or conservation organisms, develop conservation measures. This project recognize 5 issue that Blue-Green network conservation should deal with. Also identify 11 critical species in Zengwun river basin which is Platalea minor, Tyto longimembris pithecops, Phasianus colchicus formosanus, Hydrophasianus chirurgus, Lanius cristatus, Passer cinnamomeus, Xeruca formosensis, Zhangixalus arvalis, Sinogastromyzon nantaiensis, Taiwanosemia hoppoensis and Euphaea formosa.5、Waterfront sutureImprove the accessibility of waterfront creation highlights, and balance ecology and development. Through the construction of connecting lines and waterfront nodes, it can enhance people’s feelings for the environment or the opportunity to reproduce the history of water culture, and hope to help build a green infrastructure for Tamsui River Basin and highlight water culture. This project recognize 3 issue that Waterfront suture should deal with.6、Public participationThis project hold events of public participation 6 times. Each public participation conference with different topic which like Waterway risk, Floodplain risk, Blue-Green network Conservation, Waterfront suture. And recive comments from participant in public participation conference.7、General vision and short-term achievable goal of Zengwen river basin Accroding to 6 tims of public participation conference and 2 times public agency conference that compose the general vision of Zengwen river basin which called “Reproduce the memory and vitality of the Chianan mother river”. The four major goals include improving the continuity of soil and sand, strengthening the flood prevention and disaster reduction capabilities of urban and rural communities,optimizing the service functions of aquatic and terrestrial ecosystems, and connecting historical and cultural areas.Taking stock of the short, medium and long-term key tasks of the Sixth River Management Office, we hope to set the short-term (5-year) achievable goal of Zengwen River as "creating a mutually beneficial and co-prosperous water environment for Eastern grass owl and people."
