白河水庫於民國54年6月完工,為一兼具灌溉、防洪、給水及觀光等多目標功能之水庫,目前由嘉南農田水利會營運管理;白河水庫民國56年水庫總庫容為2,509.3萬m3,至民國107年12月僅餘約1,000萬m3,約為原始庫容41%,水庫淤積情形相當嚴重。本局於民國107年起辦理「白河水庫繞庫防淤工程」設計,預定於109年開始興建該繞庫防淤工程,完成後將有助於提高白河水庫整體之水力排砂效率,同時降低清淤土方暫置與去化處理之成本。為落實白河水庫之永續利用,「白河水庫繞庫防淤工程」業經行政院納入「前瞻基礎建設−水環境建設」項下之『白河水庫後續更新改善工程計畫第一階段』來推動。為利本繞庫防淤工程順利完成使用,工程新建期間,需配合隧道段開挖進行現場地質研判測繪,同時提供工程施作期間之相關技術諮詢,協助施工廠商處理各類技術問題;此外,依據「水利建造物檢查及安全評估辦法」第17條第一項規定,本繞庫防淤工程需進行後續使用前安全複核工作,爰本局成立「白河水庫繞庫防淤工程施工諮詢、隧道開挖地質研判測繪及使用前安全複核」委託技術服務計畫,冀由本委託計畫進行「白河水庫繞庫防淤工程」施工期間相關施工技術諮詢(含變更設計)、隧道段現場地質研判測繪,及設施使用前安全複核工作等,以確保工程順利完工,及使用前之安全性與效能。
英文摘要
Baihe Reservoir, completed in June 1965, serves multiple purposes including irrigation, flood control, water supply, and tourism. It is currently operated and managed by Chianan Management Office, Irrigation Agency, Ministry of Agriculture. The reservoir originally had a total storage capacity of 25.09 million cubic meters in 1967, but by 2019, the capacity had decreased to approximately 10.12 million cubic meters—about 40% of its original volume—indicating severe sedimentation.To address this issue, the Southern Region Water Resources Branch of the Water Resources Agency, Ministry of Economic Affairs, began the design of the "Sediment Bypass Engineering Project of Baihe Reservoir " in 2018. Construction commenced in April 2020. Once completed, the project is expected to enhance the overall sediment flushing efficiency of the reservoir while also reducing the cost of sediment removal and disposal. To ensure the sustainable utilization of Baihe Reservoir, this project has been included by Executive Yuan into the “Phase I of Baihe Reservoir Renewal and Improvement Project” under the “Forward-looking Infrastructure – Water Environment Construction”.The project was declared as completed on May 31, 2024. In accordance with Article 17, Paragraph 1 of the “Regulations for Inspection and Safety Assessment of Hydraulic Structures,” a pre-operation safety review is required. This review comprehensively evaluates the project design, testing, construction, inspection records, and monitoring data during the construction period. This report presents the findings of the pre-operation safety review. The purpose of this report is to ensure the safety and performance of the project prior to its operation.The scope of the pre-operation safety review includes geology, seismic verification, flood verification, construction materials and testing (or inspection), construction-related geological and monitoring data, and surrounding auxiliary structures such as sediment-trapping submerged weirs, tunnels, and channels.According to the results of on-site inspections, no abnormalities were observed in the excavation geology surrounding the intake, tunnel, and outlet areas. Furthermore, no issues require “immediate improvement,” “improvement within a deadline,” or “planned improvement” were identified for any of the structures. The results of both dry and wet test runs of the hydromechanical equipment indicate that gate operation and hoisting machinery performance are in compliance with relevant regulations.Based on the review and verification analysis, the structures are found to comply with the contract, design, and applicable standards. The facilities are capable of fulfilling their intended functions and are considered safe for operation. Once integrated into the reservoir operational system, the project is expected to reduce reservoir sedimentation, return sediment to the river, and lower the risks associated with reservoir operations.
