彰化地區因長期超量抽用地下水,導致沿海地層下陷並持續向內陸延伸。其原規劃構想於南投地區建「建民水庫」作為替代水源,惟民國88年發生921地震,「建民水庫」核定停建。其後,經濟部水利署評估提出「烏溪水資源開發分期推動計畫」,提報前經濟建設委员會於民國94年10月25日都字第0940004270號函准予備查:再於民國95年檢討以鳥嘴潭攔河堰開發配合人工湖蓄水方式較為可行,民國96至101年起逐年理初步規劃、可行性規劃及環境影響評估等工作,並提報「烏溪鳥嘴潭人工湖工程計畫環境影響說明書」於民國102年1月15日獲環評審查決議有條件通過,並經行政院於民104年4月10日院經字第1040017301號函核定開發原則。「烏溪鳥嘴潭人工湖工程計畫」位於台中市霧峰區、南投縣草屯鎮之間,規劃供水區域為南投(草屯)及彰化地區,每日約可供應地面水25萬噸。本監測計畫乃依據環說書所核定之環境監測計畫,據以執行監測工作。本年度所執行之監測項目包括空氣品質、工區空氣品質(機關自主監測)、環境噪音振動、營建噪音振動、河川水質、工區放流水質、地下水質、交通量、陸域生態、水域生態等10大項。
英文摘要
Changhua area has been over pumping of the groundwater for a long period of time.As a result,the land subsidence happens in the coastal strata and it extends continuously to the inland. The plan of constructing the Jiann-min reservoir in Nantou area as the substitute water-supply source was designed,but the project was suspended due to the earthquake happened September 21,1999. As follow up,the Water Resources Agency proposed the 'Wu River Water Resources Staging Development Project' and received the approval from the Council for Economic Planning and Development on October 25,2005(Case No.090004270). Based up the Project,the constructing of the Niaozueitan Weir in the Wu River along with the artificial lake was chosen in 2006 due to its feasibility;the preliminary planning,the feasibility planning and environmental impact assessment were implemented sequentially between 2007 and 2012. The'Wu River Niaoqueitan Artificial Lake Engineering Project - environmental impact statement' was accepted with condition by the Council of Environmental Impact Assessment on January 15,2013,and its development principles was approved by the Executive Yuan ( Case No.1040017301 ) . The Wu River Niaoqueitan Artificial Lake Engineering Project is implemented between the WuFeng District, Taichung City and Caotun Township,Nantou County. Water supply area will cover the Nantou County,the Caotun Town and the Changhua County and the daily surface water supply will reach 250,000 ton .The environmental monitoring plan is based on The'Wu River Niaoqueitan Artificial Lake Engineering Project - environmental impact statement', according to which the monitoring work is carried out. The monitoring items implemented this year include air quality, air quality in the construction area (self-monitoring by the agency), environmental noise and vibration, construction noise and vibration, river water quality, discharge water quality in the construction area, groundwater quality, traffic volume, land ecology, water ecology, etc. 10 major item.
