為擴大推動逕流分擔，爰以水系流域面向考量淹水潛勢、都市發展程度(人口密集區域)、防汛熱點等要素，盤點出濁水溪水系流域可推動逕流分擔範圍，並進行後續逕流分擔推動作業

In order to adapt to the double challenges of rapid urban development andclimate changes, the Ministry of Economic Affairs has published the “TheRunoff Allocation Implementation Limits and The Methods of Approval,Announcement and Implementation” on February 19, 2019 and effective onFebruary 1, 2019; the Water Resources Agency has also published “ RunoffAllocation Technical Manual” on May 21, 2020.The planning of runoffallocation for the Choshui River System project is conducted according to therules of the “Runoff Allocation Technical Manual” as a reference for preparingrunoff allocation plan in the future.This is a 2-year project, the scope of the first year will select areas thatmeet the runoff allocation implementation conditions within the river basinincluding Dayilun, Bajiaotin, Leicuo drainages of Yulin City and ChingshueigouDrainage of Nantou City regional drainages according to the 4th article ofthe “The Runoff Allocation Implementation Limits and The Methods ofApproval.Announcement and Implementation”. Based on the analyzed results, thesedrainage meet type 3 and type 1 conditions of implementing runoff allocationof the 4th Articleof the “The Runoff Allocation Implementation Limits and TheMethods of Approval, Announcement and implementation” separately. TheLeicuo and Bajiaotin drainages of Yulin City do not meet conditions ofimplementing runoff allocation because their regulation plans have not beenconducted.The Chingshueigou Drainage of Nantou City after the remediationis completed the protection standards up to the 25 years recurrence interval forthe flooding also do not meet conditions of implementing runoff allocationbecause the simulation result is not flooded.The Dayilun drainage of Yulin Citydo meet conditions of implementing runoff allocation.Except the Dayilundrainage all rivers and regional drainages under the jurisdiction of the FourthRiver Management Office, WRA, MOEA do not meet conditions ofimplementing runoff allocation .The potential inundation volume of each objective location drainage areaswere analyzed using SOBEK two-dimensional model. Preliminary alternativesof runoff allocation for each objective locations were formulated based onfeatures of each drainage areas using the principles of runoff control, runoffdistribution, runoff detention and co-existence with ponding water at low landareas to provide references for the local governments in the future.
