行政院業於109年5月6日院臺經字第1090012044號函核定經濟部所提「中央管流域整體改善與調適計畫(110~115年)」,該計畫須完成濁水溪水系等26條中央管河川及跨直轄市、縣(市)水系之「流域整體改善與調適規劃」,該規劃將透過氣候變遷壓力測試釐清流域高、中、低水道與土地洪氾風險區位,並審視相關既有工程與非工程措施如何持續改善水道防洪設施功能與提升國土承洪調適能力。本調適規劃以流域為整體考量,整合治理方向與管理調適策略,以因應未來環境情勢變化,並跳脫以往以水道治理為主,將打造國土韌性承洪觀念,透過土地利用治理與管理,承襲NbS(Nature-Based Solution)理念營造水、自然與人相互之平衡關係;並導入由下而上之民眾參與,及扣合流域上、中、下游國土與海岸空間規劃,連結水道治理、海岸管理、逕流分擔、在地滯洪、結合水文化、建構水岸縫合、國土綠網合作、藍綠帶網絡保育等措施,進一步形塑水文化與提升地方產業,產生水利產業之附加價值。本計畫第一階段針對濁水溪流域之基本資料蒐集、調查與分析,並透過內部公部門平台研商、小平台溝通交流工作坊及在地諮詢小組大平台會議,歸納分析提出水道風險、土地洪氾風險、藍綠網絡保育及水岸縫合等四大課題,及改善調適願景、目標及初步策略擬定。第二階段則持續滾動補充濁水溪流域之基本資料蒐集、調查與分析,完成辦理12場次小平台溝通交流工作坊及2場次在地諮詢小組大平台會議,並透過上述工作項目歸納分析提出水道風險、土地洪氾風險、藍綠網絡保育及水岸縫合等改善策略及措施與分工建議,以達到「中央管流域整體改善與調適計畫(110~115年)」「韌性承洪、水漾環境」之願景目標。
英文摘要
On May 6, 2020, the Executive Yuan approved the Ministry of Economic Affairs“Central Watershed Comprehensive Improvement and Adaptation Plan (2021-2025)”in its letter with the reference number 1090012044. The plan aims to complete the“Watershed Comprehensive Improvement and Adaptation Plan” for 26 centralwatershed rivers and cross-directly controlled municipalities and counties/cities (watersystems), including the Zhuoshui River system. The plan will use climate changepressure testing to clarify the risk areas for high, medium, and low waterways and landflood hazards in the watershed. The relevant existing engineering and non-engineeringmeasures will also be reviewed to continuously improve the flood control facilities andenhance the country’s flood control and adaptation capabilities.This adaptive planning considers the entire basin, integrating governance directionsand management adaptation strategies to address future environmental changes. Itbreaks away from the past focus on waterway management and aims to build nationalresilience to flooding by fostering the concept of integrated flood control. This will beachieved through land-use governance and management, embracing the principles ofNature-Based Solutions (NbS) to establish a harmonious relationship between water,nature, and people.The approach involves grassroots participation and aligns spatial planning for theupper, middle, and lower reaches of the basin with coastal areas. It connects waterwaymanagement, coastal management, stormwater sharing, local flood retention, hydrocultureintegration, waterfront cohesion, national green network collaboration, andblue-green belt conservation measures. These efforts will further shape the local waterculture and enhance regional industries, generating additional value for the waterresources industry.The first phase of this plan focuses on collecting, investigating, and analyzing basicdata related to the Zhuoshui River basin. It involves discussions within the internalpublic sector platform, communication workshops with small platforms, and largeplatform meetings with local consultation groups. This collaborative effort aims toidentify and analyze four major issues: waterway risks, land flood risks, blue-greennetwork conservation, and waterfront cohesion. The outcomes will serve as a basis forrefining adaptation objectives, vision, and strategy formulation.The second phase of the plan will continue to gather, investigate, and analyze basicdata related to the Dajia River watershed. It will conduct 12 small platformcommunication workshops and 2 large platform meetings with local consultationgroups. Through these activities, the plan will develop improvement strategies andmeasures for watercourse risk, flood-prone land risk, blue-green network conservation,and waterfront integration, ultimately achieving the vision and goals of the "CentralWatershed Comprehensive Improvement and Adaptation Plan (2021-2026)" and"Resilient Flood Management and Water-Enriched Environment.".
