甲仙攔河堰位於高雄市甲仙區甲仙大橋上游約450m處，每年引旗山溪多餘水量約1億立方公尺至南化水庫蓄存利用。另配合南化水庫與高屏溪攔河堰聯通管路營運，統籌嘉義、台南及高雄地區水資源調配運用。甲仙攔河堰自民國88年完工營運至今已20餘年，為確保設施正常使用，除依規定辦理維護工作外，更須進行安全檢查。攔河堰右岸上邊坡為林務局列管之國有林D044及D047大規模崩坍潛勢區，曾於颱風豪雨過後發生多次崩坍。為了解邊坡安定狀況，已設置各項監測儀器，目前監測結果顯示，邊坡尚屬穩定，惟各項監測工作仍須持續辦理。甲仙攔河堰為南部水資源關鍵設施之一，為確保引水及營運期間堰區及輸水隧道結構物之安全及穩定，爰將安全監測與檢查作業等工作以委託技術服務方式辦理。由於前述工作結合土木、水利、大地、地質、機械、電機、風險管理等多項專長領域，本局現有人力資源難以承擔，亟需專業工程師協助辦理，爰編製本委託服務計畫書。

The Jiaxian Weir had been in operation for 20 years since its completion in 1999. To ensure the continuous and stable operation of the related facilities, safety inspections and monitoring have been strengthened in accordance with the Jiaxian Weir Safety Maintenance Manual, to maintain the operational and management functions of the weir. This year’s visual inspection of the Jiaxian Weir found that, after Typhoon Gaemi, there was scouring on the left side of the fixed-bed work and the downstream riverbed in the area of the three fixed-bed sections. It is recommended to repair and improve this situation. The area of the No. 3 erosion gully showed potential sliding surfaces, which may be affected by rainfall, leading to changes in the downward slope. As for the monitoring results, the inclination plate and crack gauge installed at the foundation piles beneath Road A in the weir area showed minimal changes, and no abnormalities were detected by surrounding environmental monitoring instruments. The monitoring instruments for the rest of the weir area and access roads were all within the alert value range. Based on the results of the on-site inspection and monitoring data, the overall condition of the facilities, slopes, and access roads of the Jiaxian Weir is acceptable, with no significant abnormalities observed. In April of this year, a promotional meeting was held to discuss the development of the water outlet area of the water conveyance tunnel and the sand discharge gate outlet area of the sand sedimentation pond. Currently, the bidding selection process for the Jiaxian Weir Small Hydroelectric Power Plant projects in these two areas has been completed and is still in the planning and design stage. The project has completed a 3D image scan of the tunnel lining and micro-displacement measurements of the tunnel cross-sections in April. A comparison of the crack density in each section showed no significant increase, and the water seepage through cracks was more affected by seasonal rainfall. The overall structure and lining condition of the tunnel remain acceptable and are considered safe.
