「淡水河水情中心系統」係將淡水河流域水情中心自行觀測及透過數據網路或微波等通訊方式接收中央氣象局、水利署北區水資源局(石門水庫)、臺北市政府(含翡翠水庫)及新北市政府、基隆市政府及桃園市水務局等相關機關之水文資料、颱風動態資料經整理及分析後展示於淡水河流域水情中心,並提供流域內相關防汛機關作業參考。水情中心平時負責彙整各機關相關資訊,以供流域基礎研究之用;汛期時則將流域內各河川水位狀況、集水區降雨分布情形提供防救災單位做為防汛作業參考,並經由網際網路提供社會大眾即時防洪訊息。本計畫為該系統之委託系統維護及軟體功能強化工作。由於作業環境之變遷、設備更新、系統軟體版本升級、新測站陸續增設、相關預報模式更新等影響,故除須確保水情中心系統正常運轉外,為因應前述各項系統設備不斷更新發展,水情中心相關系統軟體相關功能亦需不斷強化提升,以確保淡水河流域水情中心整體運作更為暢順有效及完整。

"Tamsui River Hydrological Center System" is the collection center for the water regime data of the Tamsui River Basin. In addition to the monitoring stations built by the maintenance and operation water regime center itself, Central Weather Bureau and Northern Region Water Resources Office, WRA, MOEA are also collected. , Hydrological data of Taipei City Government (including Feicui Reservoir), New Taipei City Government, Keelung City Government, Taoyuan City Water Affairs Bureau and other relevant agencies.The Water Regulatory Center also plays an important role in data supply and information notification during flood control operations, providing relevant flood control units with river water levels, forecast water levels, rainfall distribution in catchment areas, and real-time information on Yuanshanzi, etc. In order to ensure the data transmission function during the flood control period, the water regime center will provide 24-hour all-weather troubleshooting services for the system when it is opened at the third level; when it is opened at the second level, 1-2 technicians will be stationed in the water regime center to monitor data stability and Temporary problems ruled out.In response to the improvement of the information security level of the system by government units in recent years, in addition to cooperating with the ISMS information security operation specifications of the Water Conservancy Department in terms of system maintenance and development, the system maintenance/development operations will also be carried out with the information security level certified by ISO27001. And regularly use professional vulnerability detection tools (Acunetix, Tenablenessus) to conduct system security scans, and submit repair methods and reports to the management unit to ensure that the system complies with information security regulations.The existing information security regulations require that the system itself and the data collected through the interface must be multi-channel backup/redundancy mechanism. The current plan is to introduce the following mechanisms to strengthen the current system operation; the cluster-level mechanism (cluster) established by the hyper-converged architecture; the real-time snapshot backup mechanism (snapshot) of the physical database; daily and weekly database for a single data form Backup mechanism; remote backup mechanism of entity database; backup mechanism of cloud system. Through the above various protective measures, when an emergency occurs in the system, it can be switched in real time to ensure that the service is not interrupted.In addition to the above-mentioned maintenance and operation of water regime data, cooperation during flood control operations, and information security operations, the maintenance and operation team will also send 1-2 technicians to the water regime center during working hours on weekdays. On-site technical personnel will cooperate with the information technology support of relevant units in the Tenth River Bureau and assist in the compilation of water regime data. And before and after the flood season, one education training will be held to assist colleagues in operating the water regime center system to improve the response energy during flood control duty.
