政府推動治水工作至今已有一定成效，惟近年來因全球暖化的影響，導致極端降雨事件的強度與頻率皆有大幅提升的現象，包括颱風豪雨等事件的雨量更為集中，且短延時強降雨的現象亦日趨明顯。同時，又隨著經濟發展快速，人口集中於都會區，而都市化的不透水鋪面亦伴隨著土地開發面積而增加，皆使淹水致災的風險大幅提升；特別是在強降雨事件侵襲時，使得堤防外水大規模溢淹或沖刷潰堤等風險增加，進而可能造成堤後人民之生命財產損失，必須進一步加強防洪管理措施。爰此，水利署提出「中央管流域整體改善與調適計畫(110~115年)」，將整合河川、區域排水及一般性海堤，以風險管理之概念，推動適當之區域性與系統性整體改善措施及調適作為，構思如何持續提升國土承洪調適能力。而秀姑巒溪為台灣東部重要之中央管河川之一，已列為本局111-112年執行推動的目標。

Due to the effect of global climate change, frequent extreme rainfall events, rapid economic development, and population gradually concentrating to urban areas, various disasters face the watershed environment, it also impacts the ecological environment,landscape and industrial development. In 2020, the Executive Yuan approved the Overall Improvement and Adaptation Plan of Central Management River Basin (2021-2026) project. This new thought not only breaks the traditional engineering thinking from the perspective of single river governance, and also sets the flood resilience and comfort environment as the main achievement. The visions are to assist different departments plan to improve and co exist with the four risks includes the waterway risks, the land flooding, the blue and green networks and the connecting riparian corridor to create benefits for nature and society. This project conducted and gathered the great amount of background, interviews and researches of the entire basin that related to the four risks issue and purpose the relevant future visions for Xiuguluan River basin. The Xiuguluan River is one of important central management rivers in eastern Taiwan, also lists on the river basin to be promoted by The Ninth River Management Branch, WRA. In 2023, the achievements were extended . In addition to formulating strategies and measures corresponding to the four major risks, it focused on frame the solution, the schedule and the competent authority of the specific demonstration area. In general , for 2 year s implementation period, There were thirteen meetings has been completedin this project , including two public platform meetings , and ten small scale platform meetings Overall, Therefore, that suggests the Xiuguluan River basin improvement and adaptation for various agencies could be considering and accepting the issues and targets that came from the platform meetings which provided from the public participation in the future program.
