鯉魚潭水庫為水利署公告屬災害潛勢嚴重之一級水庫。本計畫除依「水利建造物檢查及安全評估技術規範-蓄水與引水篇，106年03月」編列外，因「水利建造物檢查及安全評估技術規範之研訂-總報告，蓄水與引水篇，96年12月」為前述規範之依據說明及解說，故適時引用解說進行細項說明，而章節編列採「蓄水庫緊急應變計畫規範，90年6月」建議章節進行撰寫，此外，並採目前人員組織及營運操作規定進行修訂，使水庫管理人員與相關單位之人員能夠熟悉整套計畫之每一個步驟及應採之行動，同時使下游淹沒範圍內之人民亦能熟悉疏散之路線、方式與地點等。

Based on the classification by Water Resources Department, Liyutan Reservoir is classified as a first-level reservoir with serious disaster potential. The commentaries in “Technical Directions for Hydraulic Structures Inspection and Safety Evaluation (Reservoir and Water-conveying Structures), March 2017” are based on the “Research and Development of Technical Specifications for the Inspection and Safety Assessment of Water Conservation Structures-General Report, Water Storage and Diversion Structure, December 2007”. Therefore, the commentaries in the specification are quoted appropriately for the commentaries in the Emergency Action Plan (EAP). On the other hand, the chapters of the EAP are compiled in accordance with the recommended chapters of “Reservoir Emergency Action Plan Specifications, June 2001”. In addition, the current regulation of organization personnel and operation are revised. The revision is intended to enable reservoir management team and other related units to be familiar with each step of the whole EAP and the necessary actions to be performed. At the same time, it is also intended to enable population at the downstream inundation area to be familiar with evacuation routes, methods, and locations.
