為延續濁水溪揚塵抑制成果，雲林縣政府及麥寮在地的NGO團體參考國發會計畫提出地方創生國家戰略計畫，並結合台61線幸福公路通車紅利，於濁水溪出海口4號越堤道路及10號越堤道路之間高灘地為基地，結合地景、生態、歷史文化及產業等來進行環境營造規劃，並期透過與地方NGO團體、社區組織合作探討，以揚塵抑制成果來帶出麥寮地方發展的未來性，開創地方多元性，吸引年輕族群、生態愛好者或歷史文化探索者等不同領域族群一同投入麥寮地區的地方創生，帶動地方發展，該地方創生計畫亦奉國發會支持同意，故為配合該計畫中位於本局轄管濁水溪下游河道內高灘地基地之相關環境營造，爰辦理本規劃計畫。

AbstractThe Zhuoshui River Basin has been managed by various units over the years, and the coastal governance has achieved good results and has a rich ecological environment. However, due to the extremely rich ecology in the vicinity of the estuary, there is a lack of overall ecological conservation measures and landscape environment creation. The quality requirements are increasing day by day, so how to recreate the diverse waters of the river through ecological investigation and friendly water environment creation under the premise of taking into account the safety of river protection, so as to achieve the purpose of enriching the river ecology, reusing idle space and improving the quality of life of residents .The completed work items of this project include basic data collection and investigation, which mainly include the physiography, topography, geology and soil, meteorology and hydrology of Mailiao Township, population data, transportation industry, ecological data collection, relevant laws and plans and research and analysis , in order to understand the overall environmental situation of the Zhuoshuixi estuary. The work item Environmental and ecological survey in the planning area mainly conducts river environmental surveys and ecological surveys. The work item River environmental quality and survey results analysis includes river water temperature, electrical conductivity, dissolved oxygen, pH value , suspended solids, turbidity, ammonia nitrogen and biochemical oxygen demand, etc., and then use ecological survey data collection and survey results to conduct species distribution analysis, ecologically sensitive area labeling and friendly measures recommendations; Measures Development, which is based on the ecological survey results of this project to make suggestions on conservation measures and construction methods, and finally through the work item Overall Spatial Development Vision and Strategy Evaluation, according to the project’s embankment positioning and overall development concept for the environment of different districts and cities characteristics and landscape characteristics, and recommend the beautification methods along the water area, and based on ecological methods, and cooperate with the relevant professional plans of other government agencies, put forward specific and feasible ideas for the development of the waterfront environment and location, including the possible confrontation. Environmental protection and ecological issues propose ways to deal with them.The River Environment Construction Plan has been preliminarily completed by compiling the above-mentioned data. Local workshops have also been held to explain the concept of the project to the relevant people in the project area, so as to analyze the opinions of the public on the development plan. Therefore, in view of the relevant environmental analysis of the Zhuoshuixi estuary section and the mastery of the key issues of environmental demand changes, to understand the possible trend of the overall environment, and to express the future blueprint planning in a more specific manner. Through the river environment construction planning of this project, it is hoped that it can be used as a reference for future environmental construction design, and achieve the goal of improving the river environment.
