臺灣目前正面臨氣候變遷影響，極端降雨事件頻傳，近年來皆遭逢洪水侵襲，造成經濟、交通、社會財產重大損失。整體流域改善與調適規劃將以恢復河川生命力及減緩未來氣候變遷衝擊為兩大重點，研提河川安全治理兼顧生態環境保育及氣候變遷調適作為，同時亦考量水岸風貌、水文化水歷史及自然地景營造，以提升水岸環境品質，打造「耐淹承洪，水漾環境」為目標願景，運用國土耐淹承洪觀念，透過土地利用治理與管理，承襲NbS (Nature-based Solutions)理念，將生態系服務功能納入流域整體經理之考量，營造水、自然與人相互之平衡關係。本計畫主要目標為改善頭前溪流域現況面臨之風險，透過對頭前溪流域進行全面的盤點課題與願景，蒐集彙整各流域水環境相關之各項計畫，就「水道風險、土地洪氾風險、藍綠網絡保育、水岸縫合」等四大主軸研討相關課題，在以防洪安全為首要條件前提下，透過導入NbS概念之管理及治理，達到產生生態保育、休閒遊憩兼具之共效益，提高國土與社會總體韌性。本計畫透過公私部門研商平台會議與民眾參與廣泛收納意見，今年度已完成12場次小平台會議，邀請各行政區鄉鎮區公所、地方意見領袖、社區民眾與關注地方議題之NGO團體等，將在地需求及相關意見納入評估檢討，以凝聚對課題之共識；並完成2場公部門平台會議，藉由頭前溪流域相關議題所涉及之公部門及機關單位透過資源及課題區位指認，進而確認計畫擬定之課題及目標，建立各單位對流域改善與調適的共識。在資訊公開方面，為提升社群溝通強度與便利性，除網站專頁外，同時透過國內人氣較為蓬勃之Instagram社群平台，運用照片、圖像、淺顯易懂的文字及影片等資訊素材的分享，期待可與更多關注水環境發展之民眾與社群組織互動，進而強化線上與線下之民眾參與完整度。

Taiwan is facing the influences of global climate change which has caused frequent occurrence of extreme rainfall events. In considering the climate change and its risk management, the Water Resources Agency(WRA), Ministry of Economic Affairs has reviewed and inventoried relevant policies of WRA and other agencies, planning results and improvement plans using river basin as an unit. The review and inventory items include runoff allocation and on site flood detention to meet requirements of national land management, in addition, the enforcement of public participation and the combination of local river riparian and greening of national land are also considered to further shape up water culture and upgrade local industries for creating added value to the water industries for reaching the goal of "resilience to flood, beautiful water environment" as set in the "Overall Improvement and Adaptation Plan (2021-2026) for River Basins under the Jurisdiction of Central Government."The main purpose of this project is to improve the risks existed in the Touqian River basin and to plan adaptive measures against the challenging climate change for increasing overall resilience of national land and society. " To Improve" is to provide improving measures for insufficient existing risk managing capabilities or uncompleted risk management issues in the Touqian River basin. "To Adapt" is to plan relevant adaptive measures to increase resilience to flood for potential risks associated with climate charge in order to co-exist with risks including "watercourse risks", "land flood inundation", "conservation of blue-green networks" and "connecting riparian corridor". This project conducted an overall inventories related to the above mentioned four adaptive issues and provided relevant future visions for Touqian River basin.This project has received opinions through research platform meetings between public and private sectors as well as public participation. There were 12 small scale platform meetings and 2 public sector platform meetings completed in this project for the main purposes of identifying resources and locations of relevant issues in Touqian River basin by related public sectors and agencies. The common goals of basin improvement and adaptation for various agencies could be set by considering issues and goals provided by public participation in the small scale platform meetings.
