河川治理措施主要依河川治理規劃與河川治理計畫推動，經水利單位多年努力，高屏溪流域治理率已逾95%，考量氣候變遷與風險管理，除持續檢討河川治理規劃內容外，可有精進空間，爰水利署於下期中長程計畫-「中央管流域整體改善與調適計畫(110~115年)」。本計畫依照行政院109年5月6日院臺經字第1090012044號函核定之「中央管流域整體改善與調適計畫(110~115年)」辦理，以流域為範疇，檢討盤點各水系之水利署與其它單位相關政策、規劃與計畫，以自然洪水治理方式，納入如逕流分擔、在地滯洪及風險管理等策略，並扣合國土管理，以因應及消減氣候變遷與社會經濟發展可能產生之各面向風險，亦加強民眾實質參與，辦理河川、排水及海岸之流域整體風險改善與調適之整合規劃，同時考量水岸縫合、與國土綠網之結合，希望能進一步形塑水文化與提升地方產業，產生水利產業之附加價值，達到「中央管流域整體改善與調適計畫(110~115年)」之願景目標-「韌性承洪、水漾環境」。

River governance measures are mainly promoted by river governance planning and river governance project. After years of efforts by water conservancy units, the governance rate of the Gaoping River Basin has exceeded 95%. Considering climate change and risk management, in addition to continuous review of the content of the river governance plan, in which there may be room for improvement, the Water Resources Agency will be in the next medium and long-term project-"Planning for Comprehensive Improvement and Adaptation of The Central Management Basin (110~115)".This plan is implemented in accordance with the "Planning for Comprehensive Improvement and Adaptation of The Central Management Basin (110~115)" on May 6,2020. Making an inventory of the relevant policies of the Water Resources Agency and other units with natural flood control methods to incorporate strategies such as runoff distribution, local water retension and risk management, and combined with land management to reduce all the possible risks of climate change and socio-economic development, we will also strengthen the people’s physical participation, and handle the integrated planning for the improvement and adjustment of the overall risk of rivers, drainage and coastal watersheds. At the same time, consider the integration of waterfront stitching and national ecological network, hoping to further shape the water culture ,upgrade local industries and also generate addition value of water conservancy industry, in order to achieve the vision goal of "Planning for Comprehensive Improvement and Adaptation of The Central Management Basin (110~115)"-"Resilient flooding, watery environment".
