為有效進行河川管理及河川治理規劃措施，本計畫針對急水溪流域辦理大斷面測量及建造物調查等工作，以因應近年氣候變遷所導致河道變化，進一步了解現況河道通洪能力與河防安全。本計畫河道縱橫斷面測量工作包含針對鄰近已知平面及高程控制點進行檢核，其中高程控制部分避免選擇地層下陷區之一等水準點。接續完成斷面樁清查、埋設與平面與高程坐標測量、河道縱橫斷面測量工作及河床質調查，並調查河道間防洪與跨渠建造物。最後依據本計畫測量與調查成果建立Hec-RAS水理模型，進行河道一維水理演算，作為防洪工程施設、河道通洪能力評估及河道疏濬作業等參考及依據。本計畫範圍為急水溪流域中包含主流急水溪，及5條支流含白水溪、仙草埔溪、龜重溪及鹿寮溪，總共完成17處已之平面控制點檢測、4處一等水準點檢測，並引測後計算完成702處斷面樁平面與高程坐標測量，接續完成351處河道斷面測量及完成急水溪跨渠與防洪建造物調查，並完成急水溪水系Hec-RAS一維水理模型建置。
