近年來都市高度發展與氣候變遷導致水文量的變異更加重，傳統水道拓寬或加高工程手段已無法因應種種環境變遷的衝擊，致洪災發生頻度更甚以往。鑒於阿公店溪流域內土庫排水系統周邊之玉庫、潭底、嘉興、九鬮等地區於民國109年0521豪雨、107年0823豪雨、104年蘇迪勒颱風等事件皆有嚴重積淹水情況，為解決上述人口密集區域積淹水問題，除須結合流域內相關排水路研擬整體性之綜合治水措施外，並經淹水模擬分析且協調各主管機關達成逕流分擔，擬訂逕流分擔評估報告。

In recent years, rapid urban development and climate change have led to more severe variations in hydrological quantities. Broadening channel widths and heightening embankment heights have been unable to deal with the impact of various environmental changes, causing floods to occur more frequently than in the past. There are floods in Yuku, Tandi, Jiaxing, Jiujiu, and other villages, in the Agongdian River basin, during the extremely heavy rains of 2020, 2018, and during Typhoon Soudelor in 2015. To solve the above-mentioned problem of flooding in densely populated areas, flooding simulation analysis is needed to develop a holistic comprehensive water control measure of drainage pathways in the Watershed area with coordination of various competent authorities to achieve runoff allocation.
