山溪流域經由各單位歷年治理情形下，沿岸治理成效良好且具有豐富生態環境，惟過去之治理偏重於治水、利水的水利設施，較少整體環境生態的考量及景觀環境營造。 隨著民眾對於周遭之河川水域環境品質要求日愈提升，為落實鳳山溪流域河川環境之適當利用，並反應區域的獨特性及其人文、歷史與社會多變的風貌，希望以自然環境的規劃手法，配合水岸土地利用及整體空間系統架構，兼顧生態保育及親水空間之營造，創造具安全性、多樣性、自然親水之河川環境。 依據環境分區及其機能空間營造具體方案，在對環境衝擊最小之前提下，達成改善該地區之整體景觀及河防安全，並活化閒置空間，達成提高居民生活品質之目的。

Since the Fengshan River basin has a rich ecological environment, the 2nd River Management Offlce has conducted a public and private corporation project “ Year 2018 Public and Private Cooperation Workshop of Flood Control Works under The Jurisdiction of The 2nd River Management Office “ to change facilities emphasizing flood control and water resources utilization which are lacking considerations of water ecological and landscape environments in the past by public participation and review of environmental bright spots of Fengshan River. This project collated relevant projects in the past and results of environmental surveys,analyses of river hydraulics erosion and sedimentation, as well as development potentials to conduct public and private cooperation and communication with local residents to understand their demands for the basis of planning visions of the river basin according to the existing environment, water quality and flood conveyance conditions, floodplain conditions, surrounding relevant upper level plans and landscape and culture resources as well as results of relevant projects. The Fengshan River basin will be developed toward3-blue belts directions to plan for natural ecological environment, to continue building the existing natural and harmonious riparian features and to consider leisure as well. The riparian sport park located at cross section 29-31 along the right bank of Fengshan River was selected as environmental bright spot based on flood conditions, richness of cultural, landscape and leisure resources, superiority ecological habitats, demands/urgency of flood control structures and high level example characteristics. According to the results of interview survey and analysis of general terms, in addition to maintain the original functions of the sport park, parent-child educational space, levee top green belt, parking spaces and mobile toilets will be added to provide a comfortable and close to people riparian space for adjacent residences. The improvement plan will respond to the goal of restoring ecological conditions in the overall basin planning by adding a wetland in the riparian sport park providing a good ecological habitat to attract birds found in the past and present survey for breeding. All facilities will all be built above the flood stage of a 50-year return interval flood, pavements and traffic lines will mainly use brick with grass and wooden walkway to reduce impacts to the floodplain area.
