鹿寮溪水庫位於台南市白河區馬稠後與嘉義縣水上鄉牛稠埔溪交界處,係於民國28年興建完工,隸屬台糖公司所有及管理。目前水庫淤積非常嚴重,庫容已由完工時之378萬立方公尺,降至目前(103年) 之78.8萬立方公尺,淤積率達80%,為活化水庫及提高水資源利用,亟須辦理更新改善。
本更新改善項目為清除淤泥、大壩加高、澐水溪越域引水及下游輸水管路等,本所陸續完成可行性規劃等相關計畫,目前正辦理二階環評調查分析。惟本計畫之澐水溪越域引工程與「前瞻基礎建設計畫」項下之白河水庫更新改善計畫有所重疊且水源調配仍須釐清,因此擬辦理開發規模檢討及工程相關規劃。

Owing to the water source of Lu-Liao-Creek Reservoir and Baihe Reservoir also comes from Yunshui River, the water diversion rule from Yunshui River, and coopetition between Lu-Liao-Creek Reservoir and Baihe Reservoir are important for deciding the capacity of Lu-Liao-Creek Reservoir. Therefore, the project discusses the coopetition between Lu-Liao-Creek Reservoir and Baihe Reservoir with three aspects: water source allocation analysis, reservoir capacity design, and economic benefit analysis. Results is show as following.
I. The Results of water supply potential and sediment removal efficiency for different scenarios are shown as following:
(I) The water supply potential of conjuctive-use of Baihe and Lu-Liao-Creek Reservoir is better than that of single use of Baihe Reservoir under different scenarios..
(Ⅱ) The water supply potential of Lu-Liao-Creek Reservoir can reach the expected goal of the “Industrial Stable Water Supply Strategy Action Plan” when the capacity of the Lu-Liao-Creek Reservoir is 15.26 million cubic meters or more and water diversion rule is “ diverted water into Lu-Liao-Creek Reservoir in priority” or “diverted water into Baihe Reservoir in priority during reservoir hydraulic slag removal, and into Lu-Liao-Creek Reservoir in priority during remaining period”.
(Ⅲ) There is minimum gap of water supply potential for Baihe Reservoir between single-use and conjunctive-use when diversion rule is “diverted water into Baihe Reservoir in priority”.
(IV) There is minimum gap of sediment removal efficiency for Baihe Reservoir between single-use and conjunctive-use when diversion rule is “diverted water into Baihe Reservoir in priority during reservoir hydraulic slag removal, and into Lu-Liao-Creek Reservoir in priority during remaining period”.
(V) There is maximum total water supply potential when diversion rule is “ diverted water into Lu-Liao-Creek Reservoir in priority”.
Ⅱ.Reservoir capacity design
The optimal capacity of Lu-Liao-Creek Reservoir is estimate by water supply potential, sediment removal efficiency of Baihe Reservoir, water supply cost, private land expropriation, and usage frequency of reservoir.The optimum capacity of Lu-Liao-Creek Reservoir is recommended to be 15.26 million cubic meters. In addition, after evaluation, the total storage capacity is optimised when the original dam is retained and its axis moved down by 65 meters. Compared with other dams, the right dam is located on advantaged terrain, which gives advantage for construction. Therefore, it is recommended to retain the original dam with its axis moving down 65 meters.
Ⅲ.Economic benefits analysis
(I) Cost estimation
The total cost of the Lu-Liao-Creek Reservoir renewal is about NT$ 6.883 billion, with NT$ 2.707billion for the first stage and NT$ 4.176 billion for the second stage.
(II) Cost of raw water and Benefit-cost ratio (BCR)
The water supply potential is 34,800 cubic meters per day when dversion rule of Yunshui River is “diverted water into Baihe Reservoir in priority”.. The raw water cost of this plan is about NT$27.7 per ton with a year interest of 3% and engineering life span of 50 years. Owing to lack of water resource development plan in Chiaya, the study choose seawater desalination as an alternative and estimate to estimate BCR. The BCR is about 0.95 while sea water desalination is taken as an alternative.
