The present project is operated by Water Resources Agency, Ministry of Economic Affairs. The classic results during 2017-2018 are simply described as follow,
1. Achievements on the important river environment construction project in 2017-2018
The completed length on the disaster prevention and mitigation in 2017 was 39.81km and 34.96km in 2018, respectively. The improved length on the waterfront landscape and habitats in 2017 and 2018 were 43.29 and 35.93 km, respectively. On the river-dredging, the total dredged quantity in central-managed rivers was and in 2017 and 2018. The increasing protected areas for disaster prevention and mitigation, environmental landscape and habitats construction were 2,664.4 ha and 2,418.6 ha in 2017-2018. The protected population was persons in 2017, and persons in 2018. All performance indexes are well agreement with the expected goals.
2. Achievements on the coastal environment construction project in 2017-2018
The improved length on seawalls mitigation in 2017 was 16.9 km and in 2018 was 16.4 km. The lengths of seawalls friendly environment improvement were 11.4km and 8km in 2017 and 2018, respectively. The seawall-environment improved area were 87.6 ha and 107.88 ha in 2017 and 2018. Excepted performances on long-rance projects are accomplished. Moreover, the highlight engineerings, 10 sites, are carried out the planning, design, construction and environment improvement following expected progress. All sites will be completes on the end of 2020.
3. Achievements on the remediation on regional drainage and environment construction in 2017-2018
The completed length combined with drain-improvement and environment construction was 11.27 km in 2017 and 15.81 km in 2018. The area on the drain-landscape construction were completed 22 ha and 39.8 ha in 2017 and 2018, respectively. It is well agreement with the expected performance.
4. Symposium and training
The symposiums with experts and academics were hold on 31, Oct., 2018 and 4, Sept., 2019. In 2018, there were four topics, the improvement on ecology-landscapes, the maintenance on existing structure, the improvement on the environment, run-off sharing and coast protection to study in the symposium. In 2019, it discussed that how to access and determine all indexes for the present project. Based on the opinions and comments provided by experts and academics, the quantify-indexes, such as, the lengths and the numbers of engineering, are still required. However, it suggested that the description on quantify-benefits has to strengthen for promoting the whole performance of project.
The trainings on important issues in 2018 were hold on 5, Oct. and 2, Nov. in the northern and middle of Taiwan, respectively. Further, in 2019, two trainings were carried out on 16 and 23 Aug. in the middle and southern of Taiwan.
5.Summary on the future plans
The name of new integrated plan combined the central-managed rivers, coasts and regional drainages for next period 2021-2026 is changed based on the conclusion of 16th working-meeting held on 12, Sept., 2019.
The running strategy is set up that the mean sea lever will raise 0.3m from the present to 2050 based on the assessment of climate change RCP8.5 scenario provided by IPCC-AR5. The concept of new plan is to consider the risk-management into the rivers, seawalls, coasts and regional drainages. Not only using the engineering methods to be unitary way but also applying the adjusted actions on the non-engineerings and management confronts the climate change induced the threats.
In order to make the targets and visions, six issues are determined to be principal methods, including the connection between the plan and new cogitations, speed-up the flood prevention capacities, responses on the climate change induced the flood prevention adjustment, protection measures on the important regions, technological and intellectual skills and managements and the education on the disaster prevention.
6. Making of literatures, aerial photography and films
In this project, operated results and engineering cases in 2015-2018 were made the literatures for referencing to people. The results of engineerings and information are collected into the datasets. On the other hand, excellence, special and typical engineerings on the river, coast and regional drainage, 10 and 11 films in 2018 and 2019, are selected to make the aerial photography and videos. These products can be applied in the propaganda by WRA and other official units.
7.Suggestions on the future works
Based on the collecting and analyzing existing data, and opinions provided by members of service team, the classic suggestion and improvement strategies are submitted to WRA. Such as, on the disaster prevention and mitigation, using the flexible engineering and nature materials should be as the priority principles to maintain the nature scenes of rivers. In the environment improvement, it suggests that the ecological-check mechanism should be push forward quickly for executing via official units. In the maintenance and management, it suggests to focus on the survey, monitoring, maintenance and management on the existing structures. It is expected to occur the add-value benefit via encouraging local inhabitant and NGO groups participate maintenances. In the survey, investigation and technology development, in order to increase the values of research results, it can consider to apply the actual cases and field examination. Moreover, in order to promote the mechanism of ecological-check, it is suggested to strengthen the education training related the ecological-check mechanism, and carry out the environment-friendly measures in the engineering design and planning.
