「曾文溪流域整體治理綱要計畫」已於104年6月1日經行政院核定(中華民國104年6月1日院臺經字第1040026141號)，由各目的事業主管機關本權責執行，本局擬依據「現行重要河川流域整體治理及經營管理推動協調機制」蒐集各單位之業務資料與推動績效評估。鑒此，著手辦理本計畫。

“Overall Governance Outline Plan for Zengwun River Basin” was approved by the Executive Yuan in June 1 2015. This study has been to collect the river basin authorities annual implementation plans and the implementation of the outcome of 2018 and scheduled annual work matters of 2019. After that, the annual work report of 2018 and the implementation plans (2019) of the Zengwun River Basin was delivered before March 31, 2019 to the Water Resources Agency for inspection. The plan evaluates the performance through the implementation rate of funds, the implementation rate of progress and the achievement rate of performance indicators. In 2018, the implementation plans of various agencies were divided into 11 strategies, for a total of 76 implementation plans. From the perspective of the progress rate, the implementation plans are all in line with the expected progress of the project, and the implementation rate of the various strategic funds are as much as 70% or more. This study also illustrates the current important issues in the Zengwun River Basin and analyzes the effectiveness of various government agencies in implementing the plan on important issues. Among them, "earth and sand disaster of watershed upstream" has implemented many reducing river sand in various units in recent years. As for the " Flood disasters in the middle and lower reaches", in the past few years, except for the flooding incident of the 0823 rainstorm in the (107) year, there has been no major flooding in the Zengwun River basin or regional drainage. "Inheritance of new and old water conservancy projects - the story of grandfather and grandson at the riverside of Zengwun River " is a multimedia short film title Through the video. Describe the water conservancy project built of Zengwun River next to the Shangshang District, and the Old Tainan Watercourse, pineapple and papaya, and the aqueduct bridge of Zengwun River to show the development achievements of the Shanshang District.
