台台北海岸一般性構造物過去受季節風及颱風侵害,造成海岸侵蝕退縮,自台北港興建後淡水河以南海岸沙灘回淤,以北之海岸有侵蝕,海堤及保護工略呈下陷、材料劣化等現象發生,對於一般性海堤多屬老舊堤防現況海岸構造物的安全性影響極大,故有必要針對堤防構造物進行調查及檢測。為能尋求有效維修與補強方案,擬藉由安全性評估計畫來全面檢視台北海岸(包含新北市及基隆市轄區海堤28座等,約9,913公尺)含海岸保護工之安全,以利後續維護管理。
為能掌握整體海岸變遷情形,藉由海岸資料調查與蒐集分析本區段海岸變遷情形。擬委外辦理一般性構造物安全性評估、海岸資料調查與蒐集分析及研擬改善方案,供為日後研擬海岸防護對策之參考之依據。

Taipei coast was harm by monsoon and typhoons and causes coastal erosion. The current general seawalls are mostly old. As a result, the safety of coastal protection structures is affected. Therefore, it’s necessary to investigate and detect the coastal protection structures. To be able to find effective maintenance and reinforcement solutions, the safety assessment plan is used to comprehensively review the safety of Taipei's coast and coast protection facilities. To facilitate subsequent maintenance and management. And in order to find out overall coast changes, this project analyzes the changes in the coast through coastal data surveys and collections.Therefore, the plan carries out general structural safety assessment, coastal data survey and collection analysis, and develops improvement plans for the reference of the future development of coastal protection countermeasures.
The survey area of the project starts from Tamsui District to Gongliao coast of New Taipei City. The planning work includes basic data collection and analysis, water depth and topography measurement, coastal erosion and accretion analysis, coastal protection structure survey and detection, safety assessment of coastal protection structures, and planning and recommendations for coastal protection structures improvement and coastal protection.
1. Basic data collection and analysis
To realize the hydrodynamic characteristics, the topographical change as well as the foundation of coastal development and conservation in the study area, we collected related background information also done some analysis. We had collected, updated and analyzed the following data: the historic ocean meteorology data, weather data, ground data, social economy activity data, disasters and governance information, related policy plans and specific locations regulated by law.
2. Water depth and topography measurement
The first water depth topography of this project was completed from November to December, 2018 (6 important coasts: Zhilan, Baishawan, Zhongjiao, Turtle Roar to Wanli Fishing Port, Yuanshanzi Diversion Outlet, Jinshawan Coast, etc.). The second topographic survey of water depth was completed from May to June, 2019 (Coastal section from Tamsui District to Gongliao District, New Taipei City).
3. Coastal erosion and accretion analysis
In order to confirm the overall coastline change, this project collects the topographical data of 2009 and 2010 and the topographic survey results for analyze the coastline changes and Coastal erosion and accretion.
The coast of Taipei is roughly a rocky coast, so the overall coastline has not changed much.
From the northern part of the Tamsui river estuary to Gongliao coast, this part ofcoast is a beach or gravel beach. The coastline changes mostly to the sea side. Coastal erosion occurred only in the Zhongjiao and Fulong coast, but the overall erosion rate did not reach the middle latent coast erosion (the erosion rate reached 2 meters pre year).
4. Coastal protection structure survey and detection
In order to understand the current status of the seawall in the project area, the porject inspects and measures the seawall facilities structure, and sets the VRS measurement and elevation detection for the seawall from the start and end points in 2018. In addition, the UAV is used to shoot the current status of the seawall. So we can understanding the current elevation of the seawall and the current situation of field side and river side of levee.
5. Safety assessment of coastal protection structures
Based on the water depth and terrain monitoring data of this project, we use MIKE-21 mode to simulate the plan wave field of the sea area in a fully dynamic coupling mode. Based on the empirical formulas of coastal engineering and the analysis results of topographic intrusion to analyze the wave run-up elevation, overtopping value and foundation rock weight of seawalls and revetments. Except for the lack weight of the wave-eliminating block disposed by the current seawall of Ocean University, the covering of the remaining seawall sections can still meet the stable weight.
6. Planning and recommendations for coastal protection structures improvement and coastal protection
This work integrates the result of project work and the results of the previous projects. Then in accordance with the coastal environment, ecology and landscape needs to develops follow-up work and recommendations for seawall facilities protection and important coasts. To provide references for the promotion of coastal protection work.
