台南地區現況(106-108年)供水約每日92萬噸,由曾文-烏山頭水庫、南化水庫、玉峰堰及白河水庫、鏡面水庫等供水設施供應。民國98年莫拉克風災導致南化與曾文水庫嚴重淤積,有效蓄水量大為減少,又南部區域雨量豐枯比9:1為全臺灣之最且枯水季長,近年因極端氣候旱澇兩極更為明顯,在台南市區內民生用水及產業用水等均有逐步成長情境下,既有供水設施及調度系統因應區域內供水需求更形不足。南部區域整體供水相較於臺灣其他地區更需持續加強開源、節流、調度及備援之水資源前瞻作為,以因應未來水資源供需之穩定調控需要。
為提升台南地區供水調度備援功能,穩定民生及產業供水。行政院107年8月6日院臺經字第1070096051號核定「台南山上淨水場供水系統改善工程計畫」,計畫主要工程項目為「山上淨水場改善工程」及「送水管線工程」等,提供每日5萬噸符合水質標準之清水,增加潭頂淨水場原二次處理容量,提升台南地區淨水處理備載備援能力,並能彈性提升曾文-烏山頭水庫水源調度利用,強化台南地區供水調度備援功能。
政府考量在氣候變遷情形下,未來水資源運用只會更形艱難,需再通盤檢討任何可能的水資源運用,科技部台南科技園區及鄰近地區之滯洪池或埤塘為可檢討運用之水源之一,為有效評估台南科技園區及其鄰近地區現有滯洪池水源,在多元水資源調度運用的環節能適時派上用場,降低枯旱期用水風險,以配合未來「台南山上淨水場供水系統改善工程計畫」完成後,更能提高科技園區整體用水穩定

To improve the water supply and support systems in Tainan. On 2018/8/6, the Executive Yuan approved the "Project for Improving the Water Supply System of Shan-shang Water Treatment Plant", The main projects planned are " Shan-shang Water Treatment Plant Improvement Project" and "Water Supply Pipe Project", When the plan is completed, it can provide a maximum of 100,000 CMD of clean water that conforms drinking water quality standards, increase the treatment capacity of the Tan-ding Water Treatment Plant, Improve efficiency of water supply in Zengwen-Wushantou Reservoir and the water supply and support systems in Tainan.
Under climate change, water supply in the future will become more difficult, Government needs to review any available water sources, like flood detention pond or farm pond near Southern Taiwan Science Park, used as supported water during drought or emergency situations to reduce the risk of water shortage, in order to improve the water stability of Southern Taiwan Science Park.
Based on survey results, the flood detention pond near Southern Taiwan Science Park could used pond A、pond B、pond C、pond E2 and pond F. The farm pond could used Yan-shui pond of Taiwan Chia-Nan Irrigation Association. Drought-resistant well could used No.1~No7 announcement wells of Tainan City Government. Water quality of these 3 water sources is poor. So it coulde not be used as people’s livelihood water but as industrial water.
The main functions of "Project for Improving the Water Supply System of Shan-shang Water Treatment Plant" are deployed and supported, it can support water supply of Southern Taiwan Science Park when Tan-ding Water pipe or Second Water pipe is damaged. Also it can support water supply when Reclaimed water plant is maintenance. As for flood detention pond or farm pond near Southern Taiwan Science Park, they can support water supply when Tap water or Reclaimed water systems are damaged.
Discussion and benefit analysis based on various plans, it is suggested that plan 1-1 and plan 4 can be promoted as a priority, but company should carry water by themselves and provide their own water treatment equipment.
plan 2-1 is not economical, so not right now to promote it, but plan 2-1 can provide twice as much water as plan 1-1, if the water demand in the future increases day by day, plan 2-1 can be promoted in conjunction with plan 1-1.
Plan 1-2 and plan 2-2 are to use five flood detention pond water in Southern Taiwan Science Park and to treat water by new water treatment plant. These 2 plans is not economical, so not right now to promote they, but the advantage of these 2 plans are company don’t need to carry water by themselves and company don’t need to own water treatment equipment. The water source of the detention pond can be put into the recycled water supply system after being treated by the new water treatment plant. In addition to support water supply benefits, its regular operation can also increase water supply benefits, if the water demand in the future increases day by day, plan 1-2 and plan 2-2 can be promoted.
