為依自來水法辦理自來水水質水量保護區之查詢、巡查與管理、水源保育與回饋費之徵收及運用等相關事項，本署已建置「水源保育與回饋業務系統」、「水庫集水區暨自來水水質水量保護區查詢系統」及「水質水量保護區巡查系統」與對外網頁協助水源保育與回饋業務之執行。 今年度除持續維護上述系統並配合各項行政協助外，將針對徵收業務進行功能改版與版面調整作業；另為使獎勵造林業務能順利執行，配合執行單位需求進行系統功能調整，擴增巡查系統功能，以利作業人員辦理保護區巡查業務

To reasonably develop and utilize water resources the Water Supply Act mandates that to protect the safety and purity of water supplies, the water company may apply for an area to be designated a Water Quality and Quantity Protection Area. Up to today, there are 114 such areas in Taiwan, totaling approximately 9,165.83 square kilometers, which is approximately 25% of the Taiwan landmass. According to Clause 11 of the Water Supply Act, acts that damage the quality or the quantity of the water is prohibited or limited. Although the designation of the Water Quality and Quantity Protection Area is for the important purpose of conservation and the preservation, residents within these areas are limited in their use of these lands for the public interest of water supplies. To truly implement the principle of fairness, “Disbursement for Benefits; Compensation for Restrictions”, the Ministry of Economic Affairs has promoted new laws for Water Conservation and Compensation since 2004 and has gradually completed Clause 12-1, 12-2, 12-3, 12-4 of the Water Supply Act and brought them to effect. On January 1st, 2006, collection of Water Conservation and Compensation fees has started leading to the management of approximately $1.2 billion of funds. The Reservoir watershed is stipulated in Article 3, paragraph 6, of the Soil and Water Conservation Law. It is defined as area within the watershed of a reservoir or dam (including the outlet of an off-channel reservoir). Up to today, there are 95 such areas in Taiwan, totaling approximately 13,100 square kilometers, which is approximately 36% of the Taiwan landmass. In light of the vast and complicated processes that the entire Water Conservation and Compensation system entails, which includes Water Quality and Quantity Protection Area patrol and management, Water Conservation and Feedback fee collection, Water Conservation and Compensation fee utilization and management, water reservoir and protection area confirmation, and sensitive area graphs research, etc. These all require integration of the municipality, county, city, township, and district offices that administer the Water Quality and Quantity Protection Areas along with the water reservoir administrative agencies. This year, the Ministry of Economic Affairs Water Resources Agency has rebuild the “Water Conservation and Compensation Administrative System”,import smart management applications and reminder funtcions to reduce the occurrence of human error. With the integration and strengthening of information to assist the Water Resource Agency with related information, the goal of automating administration, digitalization, and diversifying services will be achieved.
