本計畫為輔導水源保育社區參與微水力發電以配合國家綠能政策，規劃輔導水源保育社區參與微水力發電、凝聚潛力社區共識、增加民間、企業與地方政府參與機制、落實小水力向下扎根與培植創新產業能力、結合環教或生態教育等議題，暨彙整相關法令規範及場址調查規劃等以做為輔導其他社區型參與小水力發電之參考依據。 本計畫另將延續辦理小型水力發電設計競賽，擴大推廣小水力發電觀念，以激發本土小水力發電技術研發的創新潛能。為能順利推動小水力發電競賽、製作「小水力發電廠設置參考手冊」以及協助輔導水源保育社區參與等相關工作，爰辦理本計畫。

The project aims to counsel water conservation community to participate in micro hydropower generation to meet the national green energy policy. The subjects include: making reference manuals for micro hydropower plants, holding micro hydropower design competition, counseling water conservation communities to participate in micro hydropower generation and promoting micro hydropower and visiting tour. The content of the micro hydropower manual have 5 chapters: basics, techniques, regulations, educations and SOP. The concept of micro hydropower generation in the community is fully explained in a relatively simple text, as a reference for community development. The 3rd National High School and College Micro Hydropower Design Competition is organized by 19 teams at the indoor water channel of Hydrotech Research Institute, NTU. This year, we assist the DongGuang Community to carry out micro hydropower facilities, strengthen the communication and cooperation of relevant units, and promote the first micro hydropower demonstration community in Taiwan. Finally, the project complete the promotion of micro hydropower and visiting tour, including 5 minutes and 60 seconds of image records, micro hydropower models, water conservation texts, etc. To expand the participation, promote project achievements, and strengthen water conservation.
