大武崙溪排水為基隆河支流排水路之一，集水面積共約15.69平方公里、排水主幹線流長約11.1公里，於中、下游流經人口密集區。民國106年6月1日起陸續受西南氣流及滯留鋒面影響，造成北台灣各地區發生超大豪雨，造成嚴重淹水包含基隆市安樂區基金一路、二路及武嶺街附近地區。依據106年9月基隆市政府檢討報告，分別提出短、中、長期之改善方案。長期改善方案內容係規劃於集水區上游設置分洪隧道，截流上游內寮里之雨水下水道及山區逕流，往澳底漁港附近排放至外木山海域，分洪隧道長度約1.7公里，初步規劃方案位置詳如圖一所示。緣此，為瞭解分洪隧道的工程地質特性，針對計畫進行調查，以供後續辦理規劃檢討之參酌。爰提出本工作計畫書。

In order to solve the problem of severe flooding in some sections of Dawulun River in Keelung City.After the survey in 2017 and 2018, the plan completed a total of 11 geological boreholes with a total depth of 670 meters. Resistivity image profiling method has 7 survey lines with a total length of 2200 meters. Seismic refraction method has 1 survey line with a total length of 230 meters. Ground penetrating radar detects 524 meters in total, and also related local and indoor tests. Complete engineering geological map, tunnel profiles, classification of tunnel rock mass, engineering geological assessment and preliminary planning of tunnel engineering. According to the preliminary planning estimates of geological survey and engineering planning, the total length of the flood diversion A2 tunnel is 1960 meters. The total project cost 647 million NTD, and the construction period of about 30.5 months. The total length of flood diversion tunnel B length is 2431 meters. The total project cost 802 million NTD, and the construction period of about 35.7 months.
