依經濟部水利署108年1月10日經水河字第10816004470號函，水利法逕流分擔專章增訂第83之13條規定建築物保水、透水及滯洪設施適用範圍及容量標準之制訂，目前水利署正依母法研提制訂相關子法，預定108年1月頒佈施行，為因應未來實務需要，亟需檢討建築物設置透水、保水或滯洪設施適用範圍、容量標準及研提獎勵機制，並編撰相關技術手冊及輔助計算工具，以提供後續辦理建築物保水、透水及滯洪設施規劃之利用。

On March 15, 2019, Water Resources Agency announced “ Applicable Scope and Capacity Standards for Buildings Equipped with Permeable, Water Retaining or Flood Detention Facilities”. The goal of buildings equipped with permeable, water retaining or flood detention facilities is to upgrade overall flood control capability of urban areas for meeting impacts caused by climate change( long term goal ). In addition to the responsibility of public sectors to complete the design standards for drainage and storm sewer facilities( basic goal ), both public and private sectors should undertake cooperatively to gradually fulfill the gap between the basic and long term goals through promoting the runoff allocation facilities by public sectors and extending the installation of permeable, water retaining or flood detention facilities at both public and private buildings. In order to meet practical needs in carrying out the “ Applicable Scope and Capacity Standards for Buildings Equipped with Permeable, Water Retaining or Flood Detention Facilities”, this project collects and collates both domestic and abroad the relevant application technologies of permeable, water retaining or flood detention facilities including(1) green fields, vegetation covered land, grass trench,(2) permeable pavement,(3) artificial rain garden, (4) open space or landscaping infiltration ponds, (5) underground infiltration storages, (6) infiltration pipes, (7) infiltration wells, (8) infiltration ditches. This project also collects and collates relevant application technologies of detention facilities including (1) green roof, (2) surface detention ,(3) detention ponds to develop the “ Technical Manual for Buildings Equipped with Permeable, Water Retaining or Flood Detention Facilities ( Draft)” for the utilization of follow-up planning works. Based on the actual building licenses issued, this project reviewed applicable scope of buildings equipped with permeable, water retaining or flood detention facilities by considering purposes of application, flood control goal, fairness of the rule of law and public welfare, it is recommended that the current regulation of development area of 300 square meters should be maintained for urban planning districts and development area of 900 square meters for non-urban planning districts. As for capacity standards, it is recommended that the standard should be upgraded to a 25-year return period flood event detention capacity of 0.051 m3/m2 after analyzed all urban planning districts in the country. It is also recommended that the results of applicable scope and capacity standards should be used for modifying regulations in the future.
