1、Preface
This project, originating from the project entitled "Developing an Operation System of Flood Control, Sediment Removal and Water Supply for Shihmen Reservoir and Providing Operation Consulting Service" implemented by the Northern Region Resources Office of the Water Resources Agency since 2013, has implemented with abundant results to date. Every year’s project has produced fruitful contents as well as innovative concepts and practices, and these results have been consolidated into the “Shimen Reservoir Flood Control, Anti-silting and Water Supply Operation Decision Support System”, the flood operation database and modules are continuously updated or added. This decision support system has been employed to provide reservoir decision-makers with relevant information during typhoon periods so that reservoir operators can obtain much more comprehensive typhoon information to carry out reservoir flood control operation.
This project has developed a window-based decision support system for reservoir flood control, sediment sluicing, and water supply. The proposed decision support system includes six modules: reservoir operation database query, typhoon path classification and flood pattern forecast, adaptive water pre-release strategy, real-time reservoir rainfall-runoff forecast, reservoir sediment sluicing analysis and water supply risk analysis. The main purpose of the decision support system is to estimate the entire inflow hydrograph, to analyze sediment sluicing operation and water supply risk, and to automatically generate documents for decision makers during typhoon periods. The major achievements of this project are summarized as follows.
2、Data collection and Data query module update
In this year (2018), the "Shihmen Reservoir Decision Support System" has been comprehensively updated. This system has incorporated with a new module, " Reservoir Operation Data Query Module of Typhoon and Rainstorm Events", to provide users with two query options: choose the specific typhoon event or input the desired period. The updated database includes the reservoir flood operation data of 111 typhoons and 5 rainstorms.
3、New module of rainfall pattern and total rainfall estimation
According to the SOM typhoon path classification, rainfall patterns were divided into 16 categories such that rainfall patterns associated with different typhoons can be estimated based on the rainfall characteristic curves in each neuron. Besides, the module of automatic retrieving the forecast rainfall data of the ETQPF (Ensemble Typhoon Quantitative Precipitation Forecast and rainfall pattern and total rainfall amount estimationwas established. According to analysis results of the forecast rainfall of ETQPF from 2013 to 2018, ETQPF tended to overestimate when the total rainfall amount is below 300mm, the forecast rainfall is overestimated, and when the total rainfall amount is between 300mm and 500mm, the forecast rainfall is easily underestimated.

4、Adaptive water pre-realse operation strategy for power generation
The "Adaptive water pre-realse operation" module can automatically suggest the pre-release water level during the period during the coming of typhoons and applied the NSGA-II to search the power generation operation during recession periods. The he multi-objective optimal optimal results show that the NSGA-II results have similar power generation benefits as the historical operation, and the final reservoir water level can reach 244 m at the end of operation for future water resources management.
5、New function of real-time messaging and warning via communication software
LINE can automatically broadcast reservoir data every hour, query relevant information, and carry out automatic detections on abnormal values of reservoir information as well as the broadcast of relevant warning information. Abnormal value detection involves reservoir water level, inflow, discharge, rainfall, etc. Warning values can be divided into two categories: the rainfall warning value; and the significant increase in reservoir inflow.
6、Duties during the typhoon periods
This team has given assistance of 201808 Typhoon Maria and has submitted reservoir operation reports with the assessment of the simulation of the optimal flood control operation.. After that, the storage function model were investigated. Through the rolling correction on the related parameters, the forecast error of the storage function could be greatly reduced with the improvement rate reaching 37%.
7、Education and training program
On October 30, 2018, this project held an education training session in the meeting room on the second floor of Yishan building, Shihmen Reservoir on October 30, 2018. We also provide relevant persons with an educational training manual to further understanding the relevant information during typhoon periods and getting acquainted with the operation of the functions in the system.
