石門水庫於民國53年6月竣工，初始設計之主要功能係以桃園地區農田灌溉為主，培育北台灣大糧倉，並同步發展發電、給水、觀光、防洪及環境教育等多目標功能，更成為水利建設之典範。53年來，由於社會經濟快速發展，石門水庫供水形勢逐漸由灌溉轉向民生及工業用水並重。93年艾利颱風襲擊北台灣，石門水庫原水濁度飆高，超出自來水廠淨水能力，導致桃園民生用水停水18天，使得水庫供水問題成為各界關注焦點，進而催生了「石門水庫及其集水區整治特別條例」，編列特別預算經費250億元，進行多項改造工程。如分層取水工的完成，穩定了颱風期間桃園地區的供水；全國首座既有發電設施改造為排砂設施，使水庫達到「蓄清排渾」之效果。歷經10年我們仍將秉持前人精神，努力不懈，期藉由整治及改善水庫供水能力，達到穩定供水、延長水庫壽命及水資源永續利用之目的。時值石門水庫及其集水區整治計畫完工前夕歷史時刻，為了見證整治計畫實施歷程一路走過的蓽路藍縷，回顧前人建設辛勞及近年來改善成果，特編撰「石門水庫及其集水區整治成果專刊（特刊）」計畫，紀錄整治計畫完整歷程，以傳承工程

The promotion of “Visual Documentation of Achievement of The Project of Remediation of Shimen Reservoir and Its Catchment Area” (hereinafter referred to as “the plan”) is to integrate the footage and achievements of remediation promoted by the “Special Act Governing the Management of Shimen Reservoir and Its Catchment Area” in the past 2 decades. First, the project captures the entire promotion process of “Special Act Governing the Management of Shimen Reservoir and Its Catchment Area” from 2006 to 2017. It then categorizes important video and audio files into 7 categories that can be used to review the hydraulic engineering development, ecological protection and environmental education of our nation. In addition, to propagate the achievement of “The Project of Remediation of Shimen Reservoirs and Its Catchment Area”, the plan had designed and held 7 series of events which invited participants of the Shimen Reservoir remediation and environmental educators to share and discuss their experience and achievements. Series of events include: “Between Cups and Teas – Interview and Tea-talk with Elders” from March to January, “Professions and Scholars’ Forum” on May 4th and “Water‧Ecological Citizen Tea House” on May 4th in 2017. Further, the“Press Conference”, “Exhibition of” and “Environmental Education Promotion Event” were finished on Dec 20th~26th in 2018. The plan has completed a book titled “Rebirth -Transforming Shimen Reservoir”. The publications involved holding 20 internal and external editorial meetings. This included collaboration from consulting professions and scholars of multiple fields. The progress can be a model for the creation of future government documentary books. To integrate the achievements that can be used for environmental education on water resources in the future, both books contains 4 chapters, named “Origin”, “Water Supply Management”, “Rebirth”, and “Outlook”. The contents record the origin of “The Project of Remediation of Shimen Reservoir and Its Catchment Area” in detail. It includes, from managing severe weather, to incorporating citizen participation and governmental information disclosure. It also contains information on hydraulic engineering with an ecological protection concept. Meanwhile, the documentation also records the progress of each hydraulic engineering design and construction. Contents contain their operational management achievement, emphasizing the significant role of Shimen Reservoir regarding water resource management. Another record is the achievement of promoting vision of a sustainable reservoir and Shimen Reservoir environmental education in recent years. The book contains an abundance of informative content regarding domestic hydraulic engineering models. In addition, “Transforming Shimen Reservoir – Rebirth, Protection, Sustainment” achievement book was edited with the 8 major fields of environmental education in mind. They can be used as material for Shimen Reservoir Environmental Education series, parts 6, to promote and teach environmental education. This plan also provides guidance for environmental education promotion and application such as “Composing Outline with Integration of Environmental Education Intension”, “Target Audience of Environmental Education”, “Lessons with Shimen Environmental Education Characteristics” and “Instructions for Providing Environmental Education Material”. All of which further added value to the achievement of the documentary and photo album. Through work in the various environmental projects of the last 2 decades, sufficient images, video and audio was collected. These projects include: renewed hydraulic engineering construction, renew of reservoir, improvement of sustainable water-supply facilities and main pipeline system and efforts such as promotion of catchment area protection and governing, government information disclosure, and public participation. The data collected from the projects are made into review programs for the remediation achievement of Shimen Reservoir and its catchment area. It acts as a witness and recites the implementation, progress, and hardships that the project has faced. By looking back at the difficulties predecessors had to face and the improvements we are now blessed with, the plan serves to remind us of the past. It leads us into the future of environmental management, while propagating the significance of water resource sustainment.
