鑒於以往水利建造物檢查僅單點式針對檢造物本身是否受損,預防因建造物損壞所造成的災害,無法全面性的檢視潛在危險,加以防範避免災害的發生。因此導入風險管理之觀念,猶如全流域健檢,藉由流域水系之風險評估,以了解高風險河段之致災原因,並考量環境可用資源,擬定可行的對策及計畫,依計畫分年分期執行,並隨時檢討執行的成果作為後續精進的參考,以達減低災害發生的目標。
依水利署107年6月20日召開「研商河川水系風險評估相關事宜」會議,決議擬定危險因子及脆弱因子資料庫,提供各河川局依轄區流域的特性選擇影響流域風險的因子,並套入風險=危險度*脆弱度的分析公式,依1.風險辨識2.風險分析3.風險評量4.風險處理四個步驟辦理風險評估。

In recent years, the vast Beinan River Basin has been suffered serious damage to its river flood defense structures due to environmental changes and climate anomalies often extreme rainfall. In 2009, Taiwan’s eastern region was deeply affected by typhoon Morakot, causing severe damage. Although the damages has been repaired and rebuilt, there are potential risk to partial aged river bank structures. It is urgent to discover the risk to reduce disaster severity. According to the risk factor and vulnerability factor database developed by Water Resource Agency, using the analysis formula of “River risk = riskiness * vulnerability” to conduct “Beinan River Basin Water Risk Assessment Project” with four steps of - 1. Risk Identification 2. Risk Analysis 3. Risk Assessment 4. Risk Management.
The risk assessment is like a full-scale health check. By selecting the risk factors base on the characteristics of the Beinan River Basin, we can understand the causes of disasters that are from high-risk river sections. Then, with consideration of the resources available in the environment, we develop feasible strategies and plans to carry out in phases annually. In anytime we review the result of implementation as reference to follow-up procedures to achieve the goal of reduce disaster probability. This project mainly focus on Beinan River Basin of Beinan River, Luye River, and Luliao River… and etc. in total of 20 rivers which include 9 tributaries from left bank (Wanan River, Netsui River, Jiawu River, #1 Dianguang River, #2 Dianguang River, Zhuoshui River, Zongye River, Fuyuan River, Shishan River) and 10 tributaries from right bank (Nan River, Hongshi River, Kanding River, Jialu River, Jiadian River, Luliao River, Luming River, Luye River, Shanli River, #1 Shanli River).
It has been assessed that using dredging, river grading, spur dike, apron works, river center axis adjustment, and beach stabilization in the mild risk river section to achieve the goal of river structure protection. In addition, in terms of disaster prevention and resilience, we will establish a smart water gauge and wireless scour sensing equipment.
Due to the impact of flooding or levee damage on the affected agricultural and construction losses, it is an intolerable risk in the basin. Considering the complex factor disaster problem, the case is that the 6 river sections are highly risky (high danger X medium Vulnerability) and the 4 river sections are medium risk river sections (medium danger X medium Vulnerability). After the completion of short-term, medium- and long-term projects, the residual risk can be reduced to low risk – very low risk.
