Pursuant to the aims of CZMA, principles of “Integrated Coastal Zone Management Plan” and “Coastal Protection Works Planning and Design Manual”, in 2017, in order to establish database for city and county governments responsible for formulating “Coastal Protection Plan (Second-grade coastal protection zone)”, the 2nd River Management Office commissioned the formulation of “Coastal Protection Plans of Taoyuan, Sinchu and Miaoli” which formulated coastal protection directives and strategies for preventing coastal erosion, tidal flooding, storm surge flooding and land subsidence and also summarized related reports of “Integrated Coastal Zone Management Plan”. In the plan, the scope of disaster prevention and management were within the authority of Water Resource Agency. Hence, in order to formulate the“Coastal Protection Plan” of Sinchu City, Sinchu County and Miaoli County and implement sustainable environmental development of Kangnan Seawall coastal zones, the major objectives of this plan are the investigation of data related to coastal protection and plan of sustainable environmental development Kangnan Seawall coastal zones. For investigation of coastal disaster potential, coastal environment characteristics and coastal protection facility abilities, the in-situ survey results of this plan and existing data related to coastal protection are examined and summarized. The plan report is offered to city and county governments for formulating “Coastal Protection Plan(Second-grade coastal protection zone)” of Sinchu and Miaoli. This plan also examines environmental problems of Kangnan Seawall coastal zones. Then, this plan formulates and evaluates sustainable environmental development plans. The best plan is suggested as the sustainable environmental development plan of Kangnan Seawall coastal zones.
