桃竹苗地區的頭前溪、鳳山溪、中港溪、後龍溪等流域集水區域社會經濟高度發展，人口密集，因此如何於洪水災害前早期預警，儘可能降低人民生命與財產損失，實為水利單位施政的重點工作之ㄧ。爰此，建立水情測報系統，經由雨量、流量、水位、潮位等即時監測與預測資料進行洪水水情預警作業，於洪水期間透過預警報傳輸設備發布預警報至防災體系之相關單位及告知民眾，以期降低或避免洪水期間可能發生之災害。 針對本局管轄流域的範圍，本局已於94、95年度分別辦理【建置頭前溪流域水情測預報系統計畫】與【桃竹苗地區水情測預報系統之建置計畫】，執行桃竹苗洪水預警系統(FEWS_TAIWAN)之技術面建置工作，完成水情中心的第一階段目標。為續完備水情中心之內涵，於96年度辦理【洪水預警與防汛作業整合】，初步完成第二階段預警系統與防汛作業整合工作。97年度開始辦理【桃竹苗地區洪水預警與防汛作業整合演練與落實規劃】兩年期計畫，計畫重點主要將歷年相關成果落實於整個防汛工作。至此，本局已大致完成洪水預警與防汛作業的整合與落實規劃，在此基礎下，99年度起開始辦理的防汛作業計畫，重點工作除了每年應持續辦理的例行性業務(如防汛相關設備、系統與手冊的維護、防汛應變落實作業、防汛志工相關業務等)外，每年亦配合本局的重點業務需求，協助預警機制與防汛作為精進之規劃與推動。 本年度持續辦理本例行性的防汛作業計畫，期望藉由此例行性防汛計畫的推動，協助本局防汛業務之推動，並使防汛工作順利進行，儘可能降低洪災的風險，強化防汛作業的成效。

The flood-protection project has been carried out for 14 years by Second River Management Office （2RMO） continuously. The objective of this project is to do flood control operation within different main works in every years. By these activities mention above, the project is aim to reduce the flood hazard risk and to strengthen the effectiveness of the flood control operations. In the first stage during 2005~2006 was to construct a flood early warning system in Taoyuan, Hsinchu and Miaoli Area. In 2007~2011, the focus point was to integrate the flood early warning system and flood control operations in the field. Based on the stable foundation built in the past 9 years. The project works of this year contain routine works and other focuses, safety analyzing of drainage bed scouring in torrential rains, review and application of river warning stages in torrential rains, and evaluation of landslide dams susceptibility in Tou-Chien River and Zhong-Gang River. The main works in this year have three parts as follow: （1） Upgrade the early warning mechanism and flood prevention works. Such as to set up the flood real-time simulation forecast structure, to build the android apps for flood warning etc. （2） To update, expand and maintenance the flood control information network and user interface system. （3） Routine works execution which would make more smoothly on any job in this project. The main achievements this year are finish the education and training courses, flood forecasting and disaster data arrangement during typhoon period, maximum water level and flood area investigation during typhoon period, and field trip survey etc.,.

本計畫旨在精進經濟部水利署第二河川局的洪水預警與防汛整合作業，以降低轄區洪災風險。工作內容分為三大部分： 1. **預警機制與防汛作業精進**： * 建立新竹市淹水資訊快速產製機制，結合EMIC系統與地形資料，快速產出淹水災情分布圖與研判淹水範圍。 * 建置米粉街即時廣播系統，自動播報警戒語音，提升居民防災意識。 * 分析新竹市淹水區域變遷與治理作為的關聯性，評估工程成效。 * 開發特定區域降雨預報自動產製功能，預估重點區域降雨量。 * 建立德盛溪每日定時洪水預報機制，擴大預警範圍。 2. **展示系統與資料更新維護擴充**： * 維護即時觀測資料與其他防汛資料。 * 確保系統穩定運作，並進行功能擴充，如自動化表單產製、廣播紀錄監控、淹水報告水文資訊自動產製等。 3. **例行性業務**： * 辦理防汛教育訓練與宣導會。 * 更新防汛手冊與相關資料。 * 參與防汛會議、演練及提供技術支援。 * 協助防汛應變作業，包括進駐水情中心、新聞側錄、產製颱洪報告等。 * 提供水情分析研判資料，進行重點區域現勘、水情資訊提供、警戒水位檢核等。 * 維護洪水預警系統硬體設施。 * 協助防汛護水志工招募、管理與值勤作業。 計畫成果包括提升防災應變效率、加強民眾防災意識、評估工程成效、擴大預警範圍，並確保系統穩定運作。建議未來將機制擴展至其他縣市，並持續蒐集資料以提升比對效益。
