集集共同引水工程計畫於90年完工，91年起集集攔河堰正式邁入營運階段，營運期間環境管理監測作業始自民國91年底至105年，為掌握水質狀況、水域生態環境變化情形及集集堰和斗六堰魚道使用效益，須持續辦理，為及早因應，掌握平時之變化，以維護營運期間之下游水域環境，延續營運期間環境監測工作，爰擬本計畫。 本案為環評承諾之延續性之必要計畫。

The Chi-chi collaborative water diversion plan has been approved and implemented since May 1993. Base on the evaluation through the environmental influence principle, the aforementioned plan has been considered as one of the major development project that required not only environmental monitoring during constructional stage, but also a properly formulated environment management plan throughout the operating stage. In 2002, the Chi-chi collaborative diversion plan had officially moved into its operational management stage. To continue with the environmental monitoring tasks and to research into the possible influences of this project to the surrounding areas, while come up with a counterplot to ease the negative influences, the Chi-chi weir has accomplished its environmental monitoring tasks between year 2003 and 2016. A follow up watershed dispersion and water quality control project continues in year 2017 in order to carry out the environmental protection policies.

這份報告是經濟部水利署中區水資源局於 2017 年（民國 106 年度）委託巨廷工程顧問股份有限公司執行的集集攔河堰監測及安全檢查項目中的「環境生態監測」成果報告。 報告內容涵蓋了水質、流量、濃濁度、空氣品質（PM2.5）、清淤作業期間的環境監測（空氣品質、噪音、振動、交通量）、水域生態（浮游植物、水生昆蟲、底棲生物、魚類、外來種）、集集堰魚道生態監測，以及濁水溪地下水與揚塵資料的蒐集。 主要監測結果顯示，集集攔河堰放水量符合生態基流量要求，但下游名竹大橋流量受河道損失影響。水質整體呈現未（稍）受污染，但偶有氨氮、總磷、大腸桿菌等不符標準的情況，研判與強降雨及上游污染源有關。懸浮固體濃度與濁度在攔河堰庫區沉澱後有所降低。清淤作業期間，部分空氣品質指標（臭氧、細懸浮微粒）及砂石車專用道噪音微幅超標，但整體環境影響可控。水域生態方面，發現外來種何氏棘?對原生種造成影響。魚道監測顯示生物上溯受限，生物數量未顯著提升。此外，報告也提及了濁水溪地下水補注工程及揚塵抑制方案的執行成效。
