水利署北區水資源局於103~105年辦理「新竹海水淡化廠模組廠試驗計畫模組廠試驗」計畫,於新竹漁港附近設置一座海水淡化模組廠進行海淡技術試驗。該試驗計畫已於106年初執行完畢,海水淡化設備並於106年8月移撥連江縣政府南竿海淡廠作為設備擴充。
因應水利署持續推動水務物聯網技術、防災技術、給水與供水管理技術、水資源與能源整合技術等,除技術開發提升服務效能外,更期待技術產業化及鼓勵企業從事水利技術創新及產業加值應用。本試驗廠空間可以搭配署內相關委辦計畫研發成果長期測試,作為技術測試基地,並供國內有意願測試、驗證、客觀評估其設備成果的廠商作為研發、展示等平台。
爰此,擬成立先期規劃之委辦計畫,就興辦水利新創技術之測試與研發展示基地之需求,對該場地進行必要軟硬體規劃(基本水電與數據連線設施等),研擬產業進駐誘因與測試條件、研發展示基地之短中長期營運模式,以提供署內計畫團隊、科研機構或水利產業廠商進駐研發、測試與成果展示,協助水利相關產業之創新,發揮扶植水利新創產業之最大使用效益。

1、Preface
In 2014-2016, the Northern Region Water Resources Office, Water Resources Agency, Ministry of Economic Affairs implemented the "The Subsequent Experimental Project of Hsinchu Seawater Desalination Pilot Plant". The pilot plant is close to Hsinchu Fishing Port. The total area is 1.963 hectares, of which the plant site is 626.79 square meters. The project was completed in early 2017, and the equipment was transferred to Lianjiang Water Plant in August 2017. In response to the policy of the Water Resources Agency to promote the water industry and smart water management, it is expected that the aforementioned space can be used for testing, results display and product verification with relevant commissioned projects or development results of water industry manufacturers. In this case, this project will carry out the necessary planning and layout for the site to provide the planning team or the water industry manufacturers to carry out relevant tests in the future.
2、Inventory of related water projects and industries
In order to promote the development of the water resource industry and enhance the willingness of manufacturers to enter the base, more than 30 manufacturers have been contacted by visiting, sending questionnaires and issuing questionnaires in Taipei and Kaohsiung Water Exhibitions. The manufacturer's consultation meeting was held on October 24, 2018 and February 19, 2019 to collect the opinions of the manufacturers. According to the manufacturer's opinions and suggestions, we have developed four major incentives, including publication of results, rent subsidies, list of excellent manufacturers and government or venture capital company funding application. In addition, this project also composed a draft of the Hsinchu base stationed contract.
According to the results of the inventory, the bases that are encouraged to enter the base will be divided into four types:"water treatment", "energy", "resources" and "smart water".
3、Promoting the involvement of manufacturers or research teams

4、Developing planning ideas and operating methods of the base
In order to meet the relevant requirements, this project has developed five major categories based on the vast space of the base, namely display, research, testing, verification and breeding. Due to the traffic situation, the base is mainly suggested for use in research and testing of water treatment in its early stage. After the operation of the base is stable, the medium-term will be brought to the water resource verification center, and the specifications of the film flux and the stability of data transfer of sensing components will be planned as verification items. Products that have been tested by the manufacturer can also be verified directly. Long-term will assess the feasibility of “diversified breeding parks” and provide resources (financial, legal, business model operations, IPO assistance) to maximize the benefits of supporting the water industry.
5、Base infrastructure optimization and monitoring mechanism planning
The base is configured to retain the existing compartments and reservoirs. The remaining space in the site is planned to be a water science test area, with a visiting walkway in the middle to match the future visits. We also considered the infrastructure needs, including testing water sources (seawater and groundwater), tap water, air conditioning systems, base decoration, internet, security systems, and outdoor test areas. In addition, the cost is estimated according to the degree of each requirement. This project also drew the expected base plan and 3D map.
Internet of Things technology may be used for the supervision. The original test module is installed on the test module, and the data monitoring module is uploaded instantly. The data collection can be integrated into the data server of the Water Resources Agency as a list of qualified manufacturers.
6、Planning medium and long-term operation mode of the base
The medium-term plan will test, develop or display the water products of various industries in the base, and promote the people's knowledge in the concept of water resource and circular economy by forming an environmental education place in cooperation with the Hsinchu City Municipal Government. On the other hand, if the appropriate verification method can be established in the future, the base can also provide water resource equipment for verification at the site (such as film flux, data transfer of sensing component, and son on), and further establish a verification mechanism. The base will become a "Water Technology Certification Center". The post-base planning is a incubation center. It can regularly hold training courses, and provide consulting services such as finance, legal affairs, business model management, government procurement, and domestic and international industrial cooperation. In addition, it can also further introduce venture capital funds to promote the use of the base and support the small and medium enterprises.
