107年度水利地理資訊服務平台整合及維運 Integration and Maintenacne of Water Resources Grographic Information Service Platform in 2018

「水利地理資訊服務平台」以地理資訊倉儲中心為基石,納整水利署建置3D圖台經驗,提供2D/3D圖台同步瀏覽與展示功能、地圖服務申請及介接機制,藉由網際網路開放式服務,暢通資料供應管道,降低使用門檻,實現國土資訊系統資料互通共享之目標。其中,地理資訊倉儲中心發展已逾18載,系統獲獎累積次數達15座,倉儲中心整合水利相關單位資料,同時應用Web Services技術及標準,與資料建置單位建立開放式資料共通存取機制,發展出深厚的應用基礎。
因應水利署3D圖台與地理資訊倉儲中心圖台採用共同GIS軟體,本計畫參考水利署105年度水利共享地理資訊系統擴充維運計畫及106年度水利共享地理資訊雲端系統移轉整合計畫之3D GIS圖台評估建置結果,採用可行之運行方式納入地理資訊倉儲中心,在本年度建置「水利地理資訊服務平台」,整合署內2D/3D圖台資源,將各項圖資同時於2D/3D圖台中進行管理,維持各圖台圖資資源之一致性,強化資源整合機制,打造地理資訊圖資共享環境。
針對功能面,在期末階段已完成水利地理資訊服務平台的功能架構調整,以及響應式首頁之建置,各功能頁面亦配合新版介面重新設計,同時擴充資料索引功能、新增圖資回饋查詢、調整地政司服務介接來源與公開資料下載項目,並開發2D/3D整合圖台。就資料面而言,完成各單位回饋之向量與影像圖資上架作業,電子地圖、道路註記、重要地標亦完成更新,既有倉儲中心收納的向量與影像圖資已發布EPSG:3857與4326坐標系統地圖服務之作業,擴增更多項目供應用系統申請介接。最後,在維運面上,持續穩定供應各式服務、輔導業務系統介接應用、辦理地圖服務介接說明會與教育訓練,進一步達到系統推廣之目的。本年度水利地理資訊服務平台整合並擴充整體功能,提供水資源管理、河川整治、災害防救等施政決策及相關應用分析,以提昇行政效率,落實地理資訊系統技術之推廣,朝下一個網路應用世代邁進。

For 18 years, a great deal of data which is related to hydrology and water resources was successfully supervised in Geographic Information Center. Additionally, the technology of Web Service was employed to data exchange which enables the data collection agencies to update and retrieve data directly from the regional database center. However, to keep up with the upward trend in 3D visualization, Geographic Information Center was revised this year. According to the latest guidelines, the vision includes plan for integrating between 2D and 3D map services in an effort to provide more easy and useful functions to users.
Three-dimensional viewing can certainly provide insights that would not be readily apparent from a planimetric map of the same data. To fulfill the requirements from users and develop a flexible and suitable system for users, the web development experience of Geographic Information Center and Information of hydraulic sharing platform was taken into consideration. The latest system, Geographic Information Service Platform included a major new update that integrated 2D and 3D maps into a single webpage; therefore, users can view data in planimetric and stereoscopic perspectives at the same time. Furthermore, 2D and 3D maps can be better managed and exchanged.
In addition, there were three functions have improved in the latest system. First, on homepage, Responsive Web Design was adopted which is about using HTML and CSS to automatically resize, hide, shrink, or enlarge, a website, to make it look good on all devices (desktops, tablets, and phones). Second, the vector data, aerial photographs, satellite images, landmark and road annotation from data collection agencies has updated; moreover, the map services of World Geodetic System 1984 ( EPSG:3857) World Geodetic System 1984 (WGS84, EPSG:4326) version was added in respond to the growing demand of maps

applied by World Geodetic System. Third, the orientation session has arranged which included presentations and operations of the latest system for users.
Geographic Information Service Platform has integrated hydrologic and water resources data into database to provide the analysis of decision-making in management of water resources, remediation of river and prevention of disaster. Therefore, there is an urgent to use modern GIS and Web technology to establish a computerized system for data collection, distribution, storage and management. The goal is to accomplish sharing the data of water resources and supplying services application systems. Moreover, the application of GIS system could be used to assist the affairs, promote the administrative efficiency and offer greater convenience to people.
