本計畫主要目標預計選擇本局轄區內高度淹水潛勢區域，以頭前溪公告行水區內之舊港島及中港溪米粉街堤防無法建置河段為主要應用案例，規劃設計適合之佈建數量與方法，經由期始評估成果作為未來淹水警戒通報、淹水範圍調查與災情評估等參考，其涵蓋面向更廣的現場即時監測與未來預測資訊，以利早期預警快速反應及處置，並將監測與模擬數據進行系統性的加值整合，以視覺化展示方式呈現，讓決策者及相關單位可以直觀、有效率掌握所需資訊，更是智慧河川管理上實質掌控的重點。整體而言，智慧型物聯網監測與預警機制之結合，將提昇本局邁向智慧河川管理目標。

From 2018 to June 2019 Second River Management Office was finished the project “The First Phase of the Construction Plan for Touqian River Intelligent River”. Expect to output the useful data of disaster prevention. To reach the demand and purpose of decision support for Intelligent River after the project end. The purpose of the first phase is automation. To completed four parts: instrument monitoring, mode warning statistics, observational data verification assistive, the system integrate and display. Inculding of four early warning system : Touqian River-basin (and Taoyuan City) internal waters all-time flood forecast system, Touqian River Jiugang, Zhonggang River Mifen St. (and Taoyuan City) important hot spot flooding range research and judgment system, Sianzih ditch watergate operating monitor system. Set up the preliminary purpose of Intelligent River about early warning, local automatic warning, decision support, display interface and other mechanism.

本計畫為頭前溪智慧河川建置計畫第一期，旨在提升河川管理智慧化與自動化。計畫內容包含： 1. **基本調查與分析**：盤點頭前溪流域、重點災區及防汛熱點的現有觀測設施，並規劃未來感測器的新增地點。 2. **通訊網架構規劃**：規劃利用NB-IoT、LoRa與4G等技術建置通訊備援機制。 3. **感測器建置**：完成淹水感測器、水位計、閘門監控等現地感測器的建置。 4. **智慧化管理**：開發全時預報系統、全時研判系統、閘門觀測數據比對系統，並導入AI技術進行自動示警。 5. **自動化與視覺化**：建置LINE自動警戒訊息推播、防汛APP、水情簡報模組及主題式電視牆。 6. **民眾宣導**：開發防汛APP、製作宣導摺頁並舉辦成果宣導會。 計畫目標是提供決策支援，提升防災應變能力，並逐步邁向更精緻的智慧河川。
