為整合民間力量，協助政府共同執行水利防災工作，水利署依據災害防救法第二條、第二十二條，及經濟部淹水災害通報要點，於99年時透過所屬各河川局招募民間志工，完成培訓後於同年正式成立「經濟部水利署防汛志工服務隊」。101年時，水利署推動志工整合，將所屬節水、護水、地層下陷防治及廉政等志工，整併成為「防汛護水志工服務隊」，本局負責防汛護水志工服務隊第四大隊(以下簡稱大隊)之運用及管理，所屬志工迄今已達232人。 防汛護水志工服務隊之成立，為水利公共事務府民協力之重要突破及典範，然志願服務人力並非任意性資源，主管及運用機關對於組織運作與志工成長應負輔導管理責任，本局透過本計畫之執行，協助大隊內各環節健全推動，期能達成以下目標： 1.運用民間資源及力量，彌補水利部門推動防汛護水相關政策不足之人力、物力及財力。 2.凝聚地方民眾防汛護水意識，減少臨災損失並建立永續環境。 3.協助防汛護水志工服務隊永續發展，並逐步建立志工自主管理能力。

In 2018, This program held five activities in central Taiwan: the flood protection drills, flood-protection volunteers conferences, awards ceremony (Water Resources Agency), education and training courses (mission aspects and practicing) and a Environmental education place (Zengwun Reservoir), two leisure place(craft exhibition hall and Lukang’s temple). Moreover, this program invited experts and professionals as lecturers, held various interactive and entertaining activities and promoted their contribution by publishing a video in order for the volunteers to get familiar with each other and to adapt the philosophy of volunteers in their life. Furthermore, this program was responsible for collecting all the data from the involved volunteers as well as the data analysis. The evaluation categorized the cases based on their type, number of reports, location, hot spot areas and reporting methods. Last but not least, a standard operating procedure (SOP) brochure was published which in combination with all the aforementioned actions of this program improved the effectiveness of the volunteers and allowed the 4th River Management Office to collect all the results for further usage.
