為協助直轄市及縣(市)政府推動簡易自來水事業管理業務,落實簡易自來水事業自主管理,以確保簡易自來水用水安全,本計畫擬探討簡易自來水智慧管理技術及機制,評估成立區域簡易自來水管理模式及可行性;另本計畫將協助本署辦理簡易自來水相關行政業務,以及更新本署既有之自來水(含簡易自來水)系統營運管理平台,以期進一步提升簡易自來水管理技術。
英文摘要
This project is focused on three topics: Reviewing the operational management of domestic small water supply facilities (system), Taiwan Water Corporation operational management, specialized company operational management. Among the three topics, with every items of management subsidy, specialized company operational management can be promoted to more objects. However, most of the small water supply system are located in remote areas, only income from water fee of small water supply facilities cannot afford the cost of operational maintenance, which will reduce the participation willingness of specialized companies. Therefore, integration and unitary management of small water supply in certain area are helpful for promoting this project to specialized company.
Application of IoT (Internet of Things) technology combing the management of small water supply facilities can provide operators in real-time water quality and quantity as references of detecting, repairing and emergency handling. When heavy rain causes high turbidity, operators can remote control inlet water electrically operated valve and manual / automatic opening and closing the system of IS Water (Instant, Self-sufficiency, Saving-energy) membrane filtration to prevent crude water of high turbidity from flowing into the water supply facilities. The results of E. coli fast screening technology test show that the detection results of 3M quick test strips and Merck sampling rods all felt within the tolerance range of the traditional filter method, but it required professional staff to count the number of colonies, which cause self- management of in-situ water quality cannot be promoted widely.
In this project, the “Platform of Public Water and Small Water Facilities Operation Management” is accomplished, and assisted the reporting of 300 public water purification plant which over 10,000 CMD supply. The number of simple water supply facilities is updated to 893 in 2018. We also developed hand-held operation auxiliary system, and accomplished field-survey and verification of 14 simple water supply facilities in normal area of Hsinchu County. Besides, the application of smart management combined with IS water and remote control system is accomplished in the pilot area.
In order to supply water stably and to improve water quality, we held the employee training about management of simple water supply facilities, assisted organizers from local governments to rapidly understand the submitting of construction plans, and assisted them in the first trial of construction plans in 2018. Moreover, we assisted them in efficacy assessments of 6 water plants operational management, administrative affairs of 8 simple water supply facilities managements, and 7 on-site work quality auditing and promotional videos. We synthesized every year efficacies and the operating conditions of all simple water supply facilities combining with the suggestions of committee members as a reference for central and local governments to make strategy for better water supply.
