鹿寮溪水庫位於台南市白河區馬稠後與嘉義縣水上鄉牛稠埔溪交界處，南側距離白河水庫約3公里(詳圖1)。本水庫更新改善規模已達應實施環境影響評估之規定，本所於民國103~104年辦理第一階段環境影響評估調查，並預定提報環保署相關審查作業。惟配合環保署於民國104年7月3日修正發布「環境影響評估法施行細則」第十九條第一項第一款之規定，本更新改善之越域引水工程屬應進行第二階段環境影響評估之開發行為，為順利完成二階段環評之審查，爰辦理本計畫，俾利工展。

Lu-Liao-Creek Reservoir was completed in 1938, under jurisdiction and management of Taiwan Sugar Corporation. Due to serious problem of reservoir sedimentation, the capacity of reservoir falls from 3.78 million ton to 788 thousand tons (based on survey of 2014), the rate of silting is up to 80%. To revitalize reservoir and raise the efficiency of water resources utilization, the reservoir shall be imporved and rehabilitated. The rehabilitation project includes cleaning sendiment, heightening dam, tran-basin diversion and construction of delivery pipe which meet the standard of Environmental Impact Assessment. In response to regulations and reducing the environmental impact of devleopment, the tran-basin project is in accordance with Article 19.1. (1) of Implementation Rules for the Environmental Impact Assessment Act by EPA which revised on 3rd July of 2015. This development is in second phase of Environmental Impact Assessment, thus it is handled according to the procedures of second stage of Environmental Impact Assessment.
