為積極迎向未來物聯網的應用時代,行政院「前瞻基礎建設計畫-數位建設-建構民生公共物聯網計畫」項規劃透過物聯網架構,經由開放資料及感測器收集大數據,打造更貼近民眾的生活環境,並進一步運用水資源物聯網大數據加值應用,進而發展具有人工智慧管理系統,有效管理水資源。本計畫擬運用物聯網應用之相關科技,提升河川管理、水文監測、水災預警與預報等智慧管理能力,達到數據即時監控、分析及災害通報迅速等目標,使民眾生命財產能獲得保障。
英文摘要
The project belongs to Intellectual Stream Management System as part of Water Resources IoT, under the Digital Infrastructure Program of Forward-looking Infrastructure Construction Project.The goals of the Intellectual Stream Management System include: General information review, analyzing the proposed locations for deploying the IoT sensors, and planning the LPWAN-based (Low-Power Wide-Area Network) communication network for the watershed, developing the information platform with the integration of real time monitoring data for flood prevention, as well as supporting the River Management Office to grasp the inundation information and to make decisions through analyzing the existing data with the utilization of Water Resource IoT cloud operation platform. In terms of the IoT architecture, the outcome of the project can be divided into three parts: Perception layer, network layer and application layer.Perception layer: In this project, the review of the hydrology, hydraulic structures, and water resources management facilities in the watershed of The 6th River Management Office have completed. With the data review, the project can help the River Management Office analyze the shortfall in regards of flood prevention and security of Zengwen River. Moreover, to meet the demand of planning, other hydraulic IoT sensors complying with the IoT related regulations are also advised in this project; LPWAN-based flood detection sensors have been deployed at 6 sites.Network layer: The collection and comparison of LPWAN-based communication plans is completed. The backbone network of Zengwen River (Optical Network) and the front-end device communication (NB-IoT based) are also comprehensively evaluated in this project. According to the current communication network, the advice regarding the sensors attributes and data transmission are stated in the report for the reference to the second phase implementation project.Application layer: The Intellectual Stream Management Platform is established in accordance with the Water Resources IoT Cloud Operation Platform. The existing platform functions of the 6th River Management Office and the data collected from monitoring sensors are also integrated in this project; which help the staff-in-charge simplify the operation of flood prevention tasks and enhance the efficiency. Aside from this, the smart applications are also introduced in this project; the flooding forecast model is developed by the AI analytics algorithm; meanwhile the flexibility of system expansion is also reserved for the future interfacing with more AI applications, data analytics, visualization, FEWS Taiwan flood simulation, and other related models to support decision making on flood prevention.The second phase planning documentation is proposed on the base of the aforementioned outcome of flood prevention and security hot spots analysis, as well as the system requirement interview for the Intellectual Stream Management Platform, in coordination with the master plan of Water Resources IoT by Water Resources Agency (MOEA). The planning sensors specifications and platform AI applications are included in the documentation for the 6th River Management Office’s reference to the second phase project planning.
