本署為協助地下水管制區各縣市政府推動違法水井處置作業及配合雲彰地區既有水井納管之複查、輔導合法等作業，已開發建置「水井管理資訊網」及?地下水抽水計量管系統?，須持續辦理該系統改善、維護與效能擴充，提供縣(市)政府實務推動水井管理之資訊化輔助平台。 鑒於雲彰地區申報之既有水井納管完成複查作業後，已進入輔導合法作業階段，且其他縣市政府亦依地下水管制辦法第十七條陸續推動既有水井申報納管作業，基於中央主管機關立場，將提供行政及技術之支援服務並檢討修訂相關法令規定。另依區域地下水井抽水量、時間、水位及與地層下陷等資料愈趨多元，可進一步測試所建立區域地下水抽用管理機制，作為後續行政管理之輔助資源。

Abstract The project assists Water Resources Agency and local government which in groundwater control regions and disposes of illegal wells. Cooperating with Changhua and Yunlin area to do existing well review and water right registrations work for managing sound well. Also drafts ”Yunlin and Changhua Area Legal Wells management Reference Rule”. Assisting local government to bring counseling non-registered wells to manage and issue water rights. At present, Yunlin County has completed 21,526 well registrations in Huwei, Tuku and Yuanzhang Township. Changhua County has completed 10,000 well registrations. Yilan County has completed 1,445 well registrations. Pingtung County has completed 157 well registrations in stock farming. Taichung City has completed 1,559 well declarations. Kaohsiung City has completed 19,700 well declarations. The project continues maintaining and expanding wells management network this year, completed groundwater pumping and measuring management system server transfer to Water Resources Agency. An educational seminar was held on July 5~6, 2018, and Information System training was held on September 27, 2018, for the public. Furthermore, we assisting Water Resources Agency holds Digging Wells Construction training on April 28, May 5 and 12, 2018. In addition, we worked with local governments on the implementation of wells management and provide technical advice and strategies, coordinated with the Water Resources Agency to complete the supervision and inspection on illegal wells disposal in 5 counties and cities. The current work also collected 58 related video records and news clips in 2018 to be the future database, and complete the compilation work of Illegal Well Disposal Implementation Plan Results Report in 2017.
