在颱洪期間,為了讓防災單位能超前部署,及民眾能預先整備,以期減少洪災損失,防洪工作可化被動為主動,藉由事前掌握颱風豪雨之氣象預報資訊,透過淹水預報系統模擬推估可能淹水範圍,達到思患預防之效。
本所於今年度(106年)完成臺中市及臺南市淹水預報系統建置,可每小時預報未來3小時可能淹水範圍,系統經數場颱洪事件測試後運作良好。為提升系統之效益,本計畫後續將完成高雄市及屏東縣之淹水預報系統,並同時優化系統平臺提高預報準確性及資訊傳遞效率。

To improve national disaster prevention ability, this project cooperates with the Water Resource Agency to develop 2D Potential Inundation Maps. The plan uses the integration advantage in FEWS_Taiwan, connects each counties’ and cities’ 2D Inundation Model of SOBEK, and tracks the Central Weather Bureau’s precipitation data through the standard SOP and FEWS_Taiwan planning and scheduling, to reach the goal of demonstrating real-time simulation of a 2D Inundation model on a regular basis, and performs a test of flooding warning.
The current Water Resource Agency flood warning system is based on simulation of a 1D Inundation model with emphasis on river level forecasting. However, in reality, the flooded area normally happens on regional drainage systems. Therefore, using 2D Potential Inundation Maps to predict possible flooding areas is more in line with the goal of predicting flooding and issuing warnings. But the Potential Inundation Maps are a result of situational simulation, and do not consider temporal and spatial precipitation changes. So, we suggest by connecting in-time precipitation data and a 2D Inundation Model of SOBEK through FEWS_Taiwan, we can run real-time simulations and visualize the possible flooding areas.
In order to verify the correctness of the 2D Inundation Model of SOBEK, this project will also install instant flood water level sensors in potential flood areas. The water level data can be sent back through internet technology to compare with the simulation results. This will be helpful for both future verification and flooding records.
The flood warning system mentioned above has to operate normally and finish calculating within one hour during a typhoon, so the allocation of computer and internet resources is very important. The Warning system cannot be interrupted, which means a backup system has to be set up to keep the warning system functional during typhoons. This project is going to simulate the resources and allocations that keep the system operating normally during a typhoon through connecting two counties’and cities’ 2D Inundation Model of SOBEK. The result will be the reference for the future connection of twenty-two counties and cities 2D Inundation Model of SOBEK.
