近年來，由於聖嬰現象影響造成氣候異常，氣象預報仍無法精準地預測洪水來襲時間及規模。防災緊急應變已由被動搶救提昇為主動研判，平時相關災害資料收集及分析，是相當重要的工作，以備災害發生時，能在第一時間提供可靠的資訊作為救災決策支援。 本局目前在水情災情及監控系統已完成介接各相關單位資料，但遇及蒐集資料頻率不一及資料品質不佳問題，影響災後事件分析檢討之應用；本計畫前期（104-106年度）建置之防災應變作業系統平台，雖已具基本功能與應變處理狀態，惟現階段系統整體運作架構仍未臻完備，使用操作介面不夠人性化，且系統資料來源多嵌入式網路連結呈現展示，資料庫服務規劃不夠完善，使後端資料加值受限，造成應變作業效能及自動化效率仍有諸多強化擴增之處。 為有效提升本局轄區防災資訊及應變能力系統，本計畫將全面強化整體水情中心之防災資訊系統，運用最新資訊技術與智慧管理機制，整合本局現有水情系統，規劃建置集中資料蒐集供應整合平台，建構響應式網頁平台及設計一套新式智慧化多功能模組的應變作業輔助系統，提供應變作業人員極大彈性的操作空間，俾利掌握最新即時資訊及提高作業效率。此外，將規劃與調整分配軟硬體資訊設備資源，建置一套完備妥善管理機制及運作穩定環境，為確保防救災中作業不會因系統危機而中斷，仍維持正常運作之高可用度、高效能系統，提升本局防災應變效益。

In recent years, climate anomalies have not been able to accurately predict the time and scale of floods. The emergency response to disaster prevention has been upgraded from passive rescue to active research. It is necessary to collect and analyze relevant disaster data in peacetime, and provide reliable information as a support when disasters occur. At present, the monitoring system of the water center of First River Management office, WRA (hereinafter referred to as the First River Bureau) has different data frequency and poor data quality. The disaster prevention and response system platform built in the early stage of the project (2015~2017) also has an overall operational structure that is still not complete and the operation interface is not humanized. Beside, most system data source presents multiple embedded network links, and the database service planning is not perfect. To improve these issues, the program improves on the following points: 1. Integrate the existing water information system. 2. System web page revision and function expansion. 3. High availability system planning and implementation.
