由於全球氣候變遷效應影響,臺灣近年之颱洪事件日益嚴重,降雨量及強度亦將愈強大。防災緊急應變已由被動搶救提昇為主動研判,平時相關災害資料蒐集及分析,亟為重要工作,以備災害發生時,能在第一時間提供可靠的資訊作為救災決策支援。為因應本局水情中心成立,並健全防洪預警與應變作業之需求,已於101年度起陸續完成本局轄管範圍蘭陽溪及和平溪流域洪水預報系統建置、營運及維護規劃,於颱風豪雨期間,依據系統預報結果提供相關水情研判資料。
本計畫將以一河局防災應變作業系統平台為基礎架構,蒐集彙整水情及防災相關資料,擴充通報功能、防汛作業、重點防災資訊及颱洪事件資料管理模組,以強化整合防汛期間準備及應變作業時相關功能,並開發行動版防災資訊網(智慧型手機APP之行動服務),以提供即時資訊;希冀協助防汛人員判斷水情及進行相關防汛作業程序,並確保資料來源、應變作業能於汛期期間穩定運作使用與提昇效率。
