本年度以臺中、苗栗、南投、宜蘭、花蓮及臺東縣市為計畫區，將現行淹水潛勢模擬之數值模式，進行地文資料之強化更新與各項參數之細緻檢校，以供未來即時淹水模擬演算技術研發與下階段淹水潛勢圖繪製之所需。

The Water Resources Planning Institute, Water Resources Agency, Ministry of Economic Affairs had implemented the "Second Upgrading of Potential Inundation Maps" from 2014 to 2016 years and has completed the development of a regional flooding numerical model based on SOBEK. However, with completion of many hydraulic projects, the two-dimensional inundation model previously developed may not represent the current condition. In order to maintain correctness of the basic data of the model and to ensure reliability of the model simulations, the statue of all hydraulic structures and related data should be updated regularly. In addition, to expand the model function and value-added applications, the model parameters should be refined and simulation time be reduced to facilitate a subsequent development of two-dimensional real-time flood-simulation forecasting work. In reviewing data need for the third generation potential flooding-inundation digital model, a screening was made for supplementary survey. A total survey of 603 cross sections were conducted. In the model, 144 new drainages were added to enhance modelling accuracy. In addition, based on 1m×1m digital topograph, ArcGIS and Arc Hydro tool were used to perform physicgraphic analyses. The data were overlaid with electronic map along with results of field reconnaissance to double-check drainage basin planning results. Adjustments were make when needed. In the end a total of 3,229 sub-catchments and 2,109 drainage waterway sub-basins were formulated. This project upgrades flooding numerical models in six counties and cities including Taichung City, Miaoli County, Nantou County, Yilan County, Hualien County, and Taitung County.
