106年已將水資源開發作業流程納入SOP，本計畫將據以建立資訊E化管理流程，並針對用地取得主流程與各項功能模組進行擴充與強化，另為能有效管理與運用土地資源，並使業務人員瞭解水利工程用地之地理現況，將於空間化管理平台提供更完整的統計分析資訊。而用地取得後的工程施作，亦是整體建設非常重要的一環，本計畫將建置工程智慧管考平台，透過標案進度管理與訊息即時掌握，使工程用地取得整體生命週期管控更加完整，讓工程勘評、用地取得至工程施作等業務運作更為完整與一貫化，爰成立本計畫。

The Water Resources Agency, MOEA has conducted major projects, such as water conservancy and flood prevention construction development, and water resources development. In order to ensure the successful and efficient execution of construction land acquisition, the “SOP for Construction Land Acquisition” has been set up to be complied with by respective business units. In addition, the “Land Acquisition and Construction Lifecycle Integration and Application System” has been established to carry out case control of various lands. In order to ensure more comprehensive control of the overall life cycle of construction land acquired, this project strengthened the overall processes of the system. Thus far, construction survey and assessment, land acquisition and construction case correlation mechanisms, and a new water construction information management platform, have been established, which include construction bid case information from 1999 to 2018, thereby ensuring the completeness and consistency of business operations. Additionally, in accordance with the SOP for water resource development operations, e-information management processes have been established, and 23 items of review and functional module improvement operations have been completed. Furthermore, targeting the spatial management platform, GIS data layers, information statistics, and image output functions have been added, while 9 GIS items have been added and cited to provide more complete information integration services. This project has completed 5 sessions of regulatory advocacy seminars and 3 sessions of system education training courses, with 278 trainees in total. The Q&A section has also been newly setup on the system to provide system users with solutions to questions. Through implementations at the standard specification side, system management side, spatial information side, information integration side, and service promotion side, the purpose of all-a round business aid and management can be achieved.
