近年來隨全球暖化極端氣候的變化,極端水文事件頻傳對台灣地區造成嚴重的影響,水災災害的規模、特性與發生頻率不斷的增加,為瞭解災害的影響範圍、特性與可能成因,進行水災災情量化、災因分析的探討,以提供後續治理與管理的參考。同時為強化水災災害期間的應變工作與災後的復建規劃,完善記錄各次災害資料並開發水災災情量化與展示工具,協助災情資料庫與展示平台的建置以供各歷史水災災害資訊的查詢,並針對各次災害進行災情進行蒐集分析與討論,提出後續各項應變措施及治理規劃建議,為本計畫之主要目的。
由於水災災害為台灣地區發生頻率較高的天然災害,近年來政府也逐步推動「易淹水地區治理計畫」及「流域綜合治理計畫」,為提供相關治理計畫規劃與管理作為的推動,各區域過去水災受災歷史資料的整理與資料庫的建置,將有助於整體水災防減災作為的參考,本計畫透過歷史災害的蒐集建立各村里受災履歷及其相關水文背景資料,期透過村里災害履歷能提供流域綜合治理計畫及防災整備應用之參考。
此外隨著雨量強度及延時的改變,集水區內崩塌的規模與頻率也較以往為嚴重,集水區內受崩塌影響很容易引發堰塞湖的災害型態;在各河川局轄管範圍內發生堰塞湖災害,由於發生的位置與規模的不確定性,造成災害應變工作上的難題,有鑑於此一特殊災害的應變作業,實應加強相關同仁對於瞭解堰塞湖災害特性與熟悉應變流程乃刻不容緩,使應變期間能循序漸進地完成堰塞湖應變處置工作。
英文摘要
To cope with the practice adjustment in WRA, the task of flood investigation has been converted into damage data collection. This year’s work is based on the results of previous projects, including improving the accuracy of the automated flood coverage assessment system, strengthening the function of the disaster recovery database, organizing the training of the landslide dam and the disaster response of the landslide dam. In addition, during the typhoon and torrential rains, the team assisted WRA in strengthening the collection, filtering and consolidation of flood disaster. Through the implementation of the above work, the efficiency of the disaster investigation of WRA and the disaster response capacity of the landslide dam will be enhanced. The key achievements completed this year are as follows:
1. Collect real-time disaster information from NCDR through the community disaster big data intelligence search technology. If the WRA has not collected the disaster, we can log in immediately to grasp the immediate local situation.
2. Assist in contacting and interfacing different institutions (e.g. TTFRI, WRAP, and The 1st River Management) to build flood sensor equipment in different cities (e.g. Tainan, Kaohsiung and Yilan).
3. Develop a simple version of the disaster display platform to meet the needs of instant viewing of disasters on mobile devices.
4. Add automatic production system for disaster situation report to improve the efficiency of the disaster response.
5. The platform system augments the rainfall information module, so that the instantaneous rainfall information can be nested with the disaster point, which is helpful for grasping the distribution and scale of the rain, and understanding the rationality of the notified disaster point.
6. Update the 106-year disaster history database and strengthen the query function of the disaster history in the system to provide conditions for different years and cities.
7. Check the rainfall data of the disaster log database for the past five years, draft a check-up procedure, screen for unreasonable disasters, or use the QPESUMS data as backup support materials.
8. Expand the security plan to build the platform function, assist users to automatically produce the preservation plan and the contents of the appendix, and reduce the time required for writing.
9. Handling the disaster training and education of the lake, and working with FB and SWCB. The training invited 6 experts and scholars (including 4 from Japan) to share the experience of disposing of the disaster in foreign countries.
10. During the typhoon, the typhoon was stationed in the Water Resources Department to coordinate, edit and filter the disaster information, and provide information on the disaster report. From January to November, there were 70 incidents of torrential rains, including 13 disasters in the torrential rains. The total number of disasters collected was 2064. In addition, only Maria Typhoon issued sea and land warnings and Mangkhut typhoon issued maritime warnings this year, but they did not directly attack Taiwan.
