近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫河川環境營造計畫之執行策略，將加強河川環境管理列為重要措施。另依據河川管理辦法第27條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，爰此，訂定河川環境管理計畫將成為本局於河川管理上主要長程計畫之一。 綜上，「花蓮溪河川環境管理規劃」計畫期能檢討評估現今花蓮溪流域內使用行為與管理作為外，亦將朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域內土地整合使用等目標邁進。本局將針對花蓮溪固有特色及在地民眾需求，據以完成河川環境管理規劃，再依河川治理計畫及施政方針訂定河川環境管理計畫，從事有計畫的河川環境管理。

A. Basic data collection and supplement This project of Hualien River basin basic data collection and analysis has completed. It includes river basin and river summary, Investigation of Current Status, the river flow and water quality, use of river and water logging disaster etc. B. River environment management and analysis This project is for defining the suggested action of improving Hualien River environment. In order to reach the purpose, we separates five courses of the Hualien River which were water quality, water volume, river landforms, sand/water ecology and land use by collecting from status survey and historical report datas. Most courses have cause-effect relation between others (not only single impact), and could divided into major impact and secondary impact. C. River environment vision and management basic policy The vision of environmental construction and landscape development is expected to improve the ecological environment of the river and shape the hydrophilic space. People will be brought to the natural forest and water space. By being close to the water environment and civic participation, Hualien River achieves the goal of sustainable business. D. River environmental management action measures The principles and methods of assessment of river environmental management are based on the “Panning Report Technical Manual on Environmental Panning for River Management” of the Water Resources Planning Institute in 1999. The short-term goal is 5 years and the long-term goal is 20 years. Based on the analysis results of the above chapters, various planning strategies have been developed. However, considering that the government’s administrative management is limited by reality (such as public support, performance, funds, etc.), the plan is based on subjective and objective conditions. The screening in the past five years is indeed executable and can be prepared for long-term goals. It is easy to see improvement plans for recent results. E. River Environmental Management Plan 1. River management segment The river sub-regional management strategy is the land within the river environment, which is analyzed according to the environmental suitability, and different land use rules are defined to achieve overall orderly management. The "Panning Report Technical Manual on Environmental Panning for River Management" also proposes to first distinguish rivers into three major types of river sections according to the management strategy. The same type of river sections are subdivided into different sub-areas, which is conducive to the actual plan. 2. River management sub-areas Refer to the relevant plan, and summarize the analysis and conclusions of the current situation and licensing behavior of the Hualien River and the river. Due to the large changes in the river basin characteristics, the current stage of planning and designing rivers is used for the reference design of the follow-up river management plan. F. Discussion on division of labor in related office The project defines river reservation zone and related zone and handles local briefing sessions. As river environment management directly affected the interests of local residents, public is the main interest party of the management behavior, and not the public sectors. Public participation contributes two-way communication, but also establish the key implementation of future of river environmental management plans.

本報告為「花蓮溪河川環境管理規劃」成果報告，旨在提升花蓮溪的環境品質、資源利用及生態永續發展。計畫檢討了花蓮溪流域現有的使用行為與管理措施，並朝維護水流功能、確保水資源永續、保護生態環境及促進土地整合使用等目標邁進。 報告內容涵蓋： * **河川環境現況分析**：詳細描述花蓮溪主流及支流的地文、水系、土地使用、氣象水文、河道型態及棲地分布。 * **基本資料蒐集與分析**：彙整河川治理計畫、水土保持、水資源、保護區管理、水污染管制、河道變化、防洪構造物、灌溉排水、人文地理及社會經濟等資料。 * **河川管理課題與分析**：針對水質、水量、河川地貌與土砂、水域生態及土地使用五大面向，分析出12項管理課題，並提出建議對策。 * **河川環境願景與管理基本方針**：確立「創造永續安全水環境」的願景，並以在地文化、防洪安全、永續水資源、友善環境、生態保育與環境教育為規劃定位。 * **河川環境管理的行動措施**：評估並篩選出短期（5年內）及長期（20年）可行的改善計畫，並將其分為近期優先、近期、中長期及再評估等類別。 * **河川環境管理計畫**：提出河川管理分段發展構想及河川管理使用分區規劃，以達成有序管理。 * **相關機關分工探討**：釐清各權責機關的合作與協調機制，並強調民眾參與的重要性。 計畫最終提出具體的管理行動措施與分區劃設建議，期盼透過公私協力，共創美好的花蓮溪水環境。
