由於全球氣候變遷效應影響,臺南高雄地區近年之颱洪極端事件日益嚴重,降雨量及強度也越來越強大。面對此問題,需認知防洪工程有其保護極限,水文降雨條件超過保護標準時,仍會面臨淹水,而經由雨量、流量、水位、潮位等即時監測進行洪水預報作業,於洪水期間透過預警報傳輸設備發布預警報至防災體系之相關單位及告知民眾,以期降低或避免洪水期間可能發生之災害。本局轄區中央管河川曾文溪、鹽水溪、二仁溪、阿公店溪,目前已完成建置洪水預報系統模式,為利颱風豪雨應變期間提供水情分析研判,進行即時資料蒐集,定量降雨趨勢預報、集水區逕流、水庫演算、河川水理模擬,並透過圖形及表格進行展示,提早預警以達減災及避災功效。本計畫配合前年度「100年曾文溪水情預警系統檢討規劃建置」、「六河局轄區洪水預報系統建立之先期規劃」、「102年度六河局轄區洪水預警及防汛整合作業」、「103年度六河局轄區洪水預警及防汛整合作業」、「104年度六河局轄區洪水預警及防汛整合作業」、「105年度六河局轄區洪水預警及防汛整合作業」、「106年度六河局轄區洪水預警及防汛整合作業」計畫成果,並結合防汛應變系統之整合,提供應變人員方便、快速、自動化資訊可即時應用。
英文摘要
Due to the effectiveness of Climate Change, which causing massive flooding disasters in Tainan and Kaohsiung. Facing this problem, need to know that flood prevention construction has limited protection. Via rainfall, flow rate, water level and sea level to monitor and forecast the flood. During flood period, use the system to warning the related organization and public to prevent the disasters that cause from flood is the purpose of this project.This project has been updated four forecasting systems related hydrological and environmental data. To simulated the large flood event of this year (0822 torrential rain), with measured rainfall and water level forecasts predict rainfall were compared, the rainfall measured by the results that predict the resulting water level roughly in line with the trend of change of the actual water level, displaying four sets the forecasting system parameters apply.The project also expands and maintains the emergency response operation system platform for the needs of the Liuhe Bureau, maintains the display system for integrating the flood forecast results, updates the relevant flood control maps, maintains the fax and briefing notification system, maintains the operating system platform form database, and maintains the interface. CCTV monitoring station and access function in the area, maintenance of flood prevention and protection volunteers notification database, maintenance of APP system and water carousel page, maintenance and communication of disaster prevention related information, maintenance platform usage statistics, new expansion system platform Map display system function information, etc.Coordinate the 6th River Management Office set up the emergency reacting team for 5 events, Total 376 hours / person, and provide 33 reports of water analysis of the briefing for 8 events. We also did the flood investigation in 0702 torrential rain、0822 torrential rain and 0828 torrential rain.The project also completed 10 water gauges and flow observations; handled 8 flood prevention related education and training; produced 2 posters for flood prevention and propaganda; completed the construction of flood control disaster database in the jurisdiction and assisted aerial photography; completed The regular maintenance of the hardware facilities of the flood warning system, the maintenance of each equipment is generally normal operation.
