頭前溪流域經由各單位歷年治理情形下，沿岸治理成效良好且具有豐富生態環境，唯近河口段之舊港島，缺乏整體排水調查規劃和景觀環境營造，且隨著民眾對於周遭之河川水域環境品質要求日愈提升，因此如何在兼顧河防安全的前提下，透過排水調查和友善之水域環境營造，再造河川多元性之水域，以達到豐富河川生態、閒置空間再利用及提高居民生活品質之目的。 本計畫針對舊港島進行基本資料補充蒐集與調查、環境調查與分析、發展潛力分析、現況水理與河床穩定分析檢討、環境營造計畫和經營管理與實施計畫，重塑自然景觀與親水空間，並藉由瞭解土地使用與自然環境特質等內涵，在人文發展與生態回復的模式下進行規劃研究，以做為爾後治理工程設計參考之依據，達成改善河川環境之目標。
